The School of Public Health is seeking an experienced Grants & Contracts Associate (Proposal Development Specialist) to join our Office of Research Services team. This position implements the research priorities in the School of Public Health in alignment with the College's research strategic plan. The Grants and Contracts Associate (Proposal Development Specialist) provides expert guidance to SPH faculty, staff, and students in maximizing the competitiveness of collaborative and complex public health research proposals. The Proposal Development Specialist customizes support services for investigators, which includes coordinating all aspects of the proposal submission process, developing project-specific grant submission timelines, creating and maintaining college-wide proposal development resources for use by faculty and staff, and serving as a resource for investigators on compliance with university and sponsor policies.

Duties & Responsibilities

  • Collaborate and work with the Principal Investigator, research team, and external partners in building a comprehensive research proposal to be considered for funding.
  • Read and interpret funding opportunities and communicate sponsor requirements and review criteria to the research team. Organize and prepare pre-award proposal documentation, including timeline, budget and justification, institutional information, sponsor compliance, regulatory information, and Institutional Review Board (IRB) status.
  • Communicate with subrecipient to gather pre-award documents. Collect and route documentation for Just-In-Time sponsor requests. Review grant proposal content for conformance with application requirements.
  • Provide educational resources and timely information to investigators to ensure proposals are compliant with protection of human research subjects requirements.
  • Teach faculty, staff, and students principles of grant proposal development. Maintain templates for non-technical grant documents. Use productivity tools such as cloud-based file sharing platforms, virtual meeting software, and website editing tools to disseminate grant resources for college faculty and staff.
  • Contribute written content to internal and external research communications, including the college website, listserv, and printed materials.
  • Coordinate and support College-wide research initiatives and events to promote research collaboration and to highlight faculty and student research achievements. Oversee all aspects of the annual SPH Student Research and Scholarship Day and student poster competition. Manage the SPH student conference poster grant program.
  • Assist with the collection of data on research office metrics identified in the strategic plan.
  • Perform other related duties as assigned.

Minimum Qualifications:

  1. Bachelor's degree in business administration, accounting, finance, economics or a field related to the position

  • Education and experience in public health, public administration and policy, or non- profit management.

The Organization 

CARES was founded in 1986 in response to legislation to serve as a research and education foundation for the  Edward Hines, Jr. VA Hospital as a State of Illinois independent non-profit corporation working within the VA.  Today, CARES serves the following four VA sites:

Opportunity 

CARES Chief Executive Officer (CEO) provides overall leadership, direction, and administration of all programs  and services for the corporation. The CEO protects and helps to grow CARES’s financial assets and functions as  the strategic and operational leader. The CEO is responsible for implementing and complying with policies set  by the Board of Directors and applicable requirements from the grantor or agency. The CEO also serves as an  authorized representative of the Board of Directors in all matters. The Long Range Planning Group identifies opportunities for expanding, enhancing, and maintaining the Metra rail system including how best to fund those capital needs. Under Long Range Planning, the Program Development section develops Metra’s capital program and amendments and prepares all discretionary funding grant applications. 

Reporting to the Manager, Program Development, the Program Coordinator 3 assists with the development of the annual and five year capital programs, oversees discretionary grant development functions, and participates in Transit Asset Management (TAM) activities and asset data development. Primary Duties include: Administer the quarterly capital program amendments, evaluate project justification data submitted by operating departments, using the strategic capital model and decision-making tool, to determine eligibility and level of grant funding; and collaborate with management in departments selected for funding to develop budgets, project scopes, and schedules. Attend status meetings to track the progress of projects, provide analysis of spending, and advise departments relative to achieving project milestones, modifying project scope, and reallocating funds. Build and maintain various databases that support analysis of the capital program, prepare quarterly capital program amendments, and generate reports for use by management in making reallocation decisions. Oversee and coordinate the preparation of discretionary grant applications including researching grant opportunities, identifying projects that meet program eligibility, completing grant applications, and monitoring obligations and expenditures. Manage the preparation of quarterly reports as needed, implement continuous improvement practices, develop department policies, and research best practices. Under general supervision, acts as lead for the routine and long term, data maintenance of the Automated Voice Annunciation System (AVAS). Monitors schedule, service, routing, and stop changes and incorporate into AVAS system. Maintains audio files, public service announcements, and schedule new recordings. Delivers the AVAS distribution process to entire CTA fleet. Serves as key resource in the evaluation of AVAS, Bus Tracker, and related data.

o   Maintains the audio files, public service announcements, media files and coordinate new recording sessions into the AVAS system, based on department requests.

o   Acts as liaison with multiple internal departments and external vendors to develop distribution timeline.

o   Identifies expected outcomes for monthly distribution data and monitor to assure achievement of outcomes.

o   Establishes best practices to support AVAS, downstream systems, and products impact by the AVL management system.

o   Advises CTA departments on AVAS functionality, processes, and capabilities.

o   Prepares files and attend audio sessions with external vendor.

Implements process updates to over 10,000 bus stops and 129 routes requiring meticulous adherence to technicalities. Diagnoses the strengths and weaknesses of different collection methods and provide recommendations to improve AVAS system performance.

Monitors all route detours for impact to the Bus Location Information System (BLIS) system which monitors on-time performance and is used for bus operator disciplinary action.

  • Master's degree preferred.
  • Familiarity with GIS systems preferred.
  • Must possess current, valid Illinois driver’s license, along with a clean driving record.
