A Ph.D. or equivalent terminal degree is required in leadership studies, public policy, public administration, management, political science, sociology, psychology, anthropology, history, communication, economics, or related fields with a focus on leadership. An interdisciplinary social science background that includes institutional, political, and cross-cultural knowledge and competence is highly valued. Job Description:

The CENTER for ADVANCED DESIGN, RESEARCH and EXPLORATION, at the

University of Illinois at Chicago is seeking a coordinator to provide

project management for multidisciplinary research programs. The

candidate will provide high-level project management support to the

Assistant Director of Research and affiliated researchers and business

managers. The coordinator will be responsible for fiscal and project

management oversight, act as a scientific liaison between CADRE staff,

researchers, contractors, and sponsor agencies. Further, the Program

Coordinator will assist senior staff allocate resources to help assure

successful completion of project deliverables. Further, the Program

Coordinator will investigate issues, consult key stakeholders on project

progress, and provide advice regarding options for action, as needed.

Job responsibilities include initiation, preparation, and approval of

purchases and other financial transactions for as well as the

compilation of technical reports for assigned sponsored programs.

Minimum Qualifications:

A Bachelors degree required, preferred fields of study include

engineering, biology, chemistry, or related field (Masters Degree

preferred). At least four years of project management, research

coordination, grant administration, or business operations required.

Project Management Professional (PMP) certification is preferred.

Candidate may need to secure appropriate US Government issued security

clearance; maintaining confidentiality and dealing with sensitive issues

are required.

Other Skills

The ideal candidate will have excellent organizational skills, the

ability to be flexible, learn new skills, and work well with external

agencies, other universities, and small businesses. Knowledge of grant

and contract administration from a scientific perspective is preferred.

Duties & Responsibilities: The Office of Planning and Budget (OPB) is the budget and planning office of the Office of the Governor. It provides the Governor with policy-making assistance in determining strategic and tactical plans for state budget recommendations.

OPB reviews the annual operating budgets of agencies of the executive branch for compliance with appropriation and budget acts. Upon OPB approval of the annual operating budgets, agencies receive funds authorized in the appropriation act by quarterly submission of allotment requests. Allotment requests are reviewed by OPB for conformity with the operating budget and the appropriation and budget acts. Analysts further review agency budget activities through quarterly expenditure reports.

The Physical and Economic Development Division of OPB performs budget and policy analysis and planning for the Governor related to economic development and infrastructure, workforce development, and natural resources. The Physical and Economic Development Division assists in the development and monitoring of agency budgets and policies for executive and legislative review. In addition, the division analyzes laws proposed by the General Assembly and responds to inquiries from the general public, legislators, and state agencies.

This Policy Analyst will review and analyze budget, program, and policy issues for agencies assigned to the Physical and Economic Development Division. A research agenda on topics such as health policy, health-related issues, environmental policy, and social policy with health-related implications is strongly preferred. The person hired will teach courses in our Master of Public Policy, Master of Public Administration, and PhD in Public Administration degree programs.
