Summary:
Hopelink’s Mobility Management team empowers people to change their lives by facilitating access to the community. We do this by (1) supporting the coordination of special needs transportation through cross-sector collaborations to identify solutions, close gaps, and improve services and (2) providing travel education and resources to build awareness of existing transportation options. We work to make it easier for all people to get around King County through innovative, entrepreneurial, collaborative problem solving.
The Coordinated Transportation Program Manager will manage key mobility management projects and initiatives, support mobility coalitions, and may supervise Mobility Management staff. This position is funded through federal, state, and local funds and grants, and is contingent upon continued future grant funding.

Essential Functions:
  • Provide staff support to coalitions and workgroups to include the King County Mobility Coalition and subcommittees and three subregional mobility coalitions in King County. Staff support functions include member recruitment and engagement, planning and facilitating meetings, and creating and executing work plans.
  • Maintain, improve, and promote web-based tools including FindARide.org, Vets-Go.com, and Eastsideeasyrider.org.
  • Pursue high-impact mobility projects; identify project resources, including federal, state, and local funding opportunities; and support proposal-writing efforts. 
  • Contribute to planning activities including transportation needs assessments and coordinated transportation plans.
  • Represent and communicate the vision, mission, and goals of the coalitions, Hopelink, and Mobility Management to coalition partners, transportation users, community groups, and other stakeholders, demonstrating good judgment and awareness of the political environment and social context in which we operate. 
  • Incorporate safety – including workplace safety, safe travel for pedestrians and users of special needs transportation, and other aspects of safety – into projects and activities.
  • Maintain financial oversight and grant compliance for assigned coalitions and projects, including tracking outcome data and assisting with grant reporting.
  • Communicate respectfully with people of all cultures, languages, ages, genders, gender preferences, races, physical abilities, ethnic backgrounds, and religions.
  • Maintain a professional and positive working relationship with clients, vendors, volunteers, donors, and fellow staff and adhere to the Hopelink Standards of Conduct.
  • Regular attendance and punctuality is essential to our business and to this position.

Required Qualifications:
  • Three years collaborative project management experience, demonstrating effective facilitation, action planning and implementation. 
  • Bachelor's degree or an equivalent combination of education, work experience, and/or military service.
  • Experience in coalition building that involves catalyzing others to launch successful initiatives.
  • Exceptional communication skills, including familiarity with business writing, meeting facilitation, interpersonal communication, electronic communication, and presentations, with the ability to communicate effectively using tact, courtesy and good judgment.
  • Experience collecting and analyzing data, defining problems, identifying potential solutions, developing implementation strategies, and evaluating outcomes.
  • Understanding of performance measurement and action planning strategies.
  • Proficiency with a personal computer, mobile devices, the internet, and Microsoft Office.
  • Experience working with diverse communities, preferably low-income, older adults, people with disabilities, immigrants, refugees, and/or veterans. 
  • Required skills include leadership, planning and organization, coalition building, creative problem-solving, professional relationship management, and marketing.
Preferred Qualifications:
  • Supervisory/management experience
  • Familiarity with mobility management or special needs transportation
  • Knowledge of passenger transportation services and providers in King, Snohomish, and Pierce Counties
  • Experience managing grants and contracts, preferably federal grants
  • Experience with Drupal, WordPress, Google Docs, SurveyMonkey, ArcGIS, Salesforce, Routematch, and Smartsheet

Evaluation and Data Manager, Family Focus - Chicago, IL

Evaluation and Data Manager

REPORTS TO:           The Associate Director of Community Schools and Youth Initiatives

OVERVIEW:  Family Focus is a family support organization providing services in the three program areas of early childhood development, community schools/youth development and adult services.  Family focus is a major provider of 21st CCLC (Community School) programs throughout Chicago, Cicero and Aurora.   These programs offer before-and after-school activities for students and their families with the goals of improving academic achievement, increasing positive behavior and building skills. 
This position will support and coordinate the evaluation process for Family Focus’s 21st CCLC programs. Responsibilities for this position include data management and program evaluation. Additionally, this manager position provides support to other program areas in data collection, data management and program evaluation.

Community Schools

ESSENTIAL RESPONSIBILITIES
·         Manage the CitySpan database utilized by the Community School programs including monitoring for completion and accuracy.  
·         Lead staff training on utilizing the database, updating the user manual and providing on-going technical assistance for program staff.
·         Oversee all processes related to data collection including communicating with program staff and partner school districts/schools to collect required data (grades, test scores, etc.)
·         Oversee all processes related to the release of data including the IRB process and parental consent for the release of data.
·         Support meeting program compliance and objectives, as set by funders, by continuously monitoring program data for on-track progression to meet funding requirements and program impact objectives.
·         Compile and analyze data for grant reporting; prepare program evaluations in alignment with funder requirements and support to the continuous program improvement cycle.
·         Develop dissemination plans for program evaluations including program staff, agency, partner schools, and other stakeholders.
·         Participate in developing and delivering professional development related to the continuous program improvement cycle. 
·         Support the community school and youth development staff in the implementation of the Youth Program Quality Intervention model; including training staff on the methods, providing technical assistance on the model, observe programs and supporting program staff in setting and meeting program intervention goals.
·         Will need to travel to sites and schools in the Chicagoland area

All Program Areas

ESSENTIAL RESPONSIBILITIES
·       Support the on-boarding of new programs or funding with the Development Department through aligning program objectives with processes to collect required data for measuring outputs and outcomes.
·       Support existing and new programs in creating standardized intake/enrollment forms, consents for data sharing and staff tracking forms to establish standard practices across the agency.
·       Participate and contribute in the process to identify agency-wide requirements for a standardized database, including identifying potential database models, assessing and prioritizing agency needs, and designing the process to integrate the use of a selected database (database customizations, staff training and developing internal data protocols).
·       Support the agency in effectively communicating program impacts in participants’ lives and identifying areas of best practice within the organization through strategic decision making in data collection and analysis.  



REQUIRED SKILLS AND QUALIFICATIONS:
·    A minimum of a Bachelor’s degree, Master’s preferred and five years experience in education and/or grant reporting or related experience
·    Knowledge/experience of community schools, youth work, family support programs and experience with community/school collaborations
·    Experience in developing and writing program evaluations with an emphasis on measuring impacts and program improvement.
·    Experience identifying relevant and related data to be collected and designing systems to collect data (quantitative and qualitative).
·    Experience working with the cycle of continuous program improvement (assess, plan, implement) and leading/engaging teams of people in implementing program improvement processes.
·    Ability to support and train staff in data collection procedures (database, surveys and other documentation).
·    Experience in statistical analysis
·    High degree of skill in SPSS, Excel and Word
·    Experience in grant management
·    Ability to coordinate several different projects at one time across multiple sites, staff members and deadlines.
·    Excellent interpersonal, oral and written communication skills
·    Ability to relate to a diverse group of people
·    Ability to speak both English and Spanish is desirable
