SUMMARY OF RESPONSIBILITIES: The Planner is responsible for developing plans and conducting analysis in support of NORA’s projects and programs. The Planner seeks strategies to realize NORA’s comprehensive redevelopment goals, bringing them from concepts to implementable projects. The Planner will manage alternative land use and neighborhood revitalization projects/programs and assist NORA’s land stewardship department in identifying and pursuing new alternative land use and neighborhood revitalization opportunities. The planner will also engage in community outreach, provide GIS services, and advise the agency on landscape architecture matters as needed. Planner will support the agency through mapping, report writing, quantitative analysis, and administering data management systems. In addition, this position will serve as liaison to partner agencies and organization such as Sewerage and Water Board, Department of Public Works, Parks and Parkways, and City Planning Commission.

QUALIFICATIONS: Bachelor’s degree required, Master’s degree preferred in Urban Planning, Landscape Architecture, Public Policy, or similar field. At least 3 years of work experience in a related field is required.

ESSENTIAL DUTIES:

• Managing NORA alternative land use and neighborhood revitalization projects/programs as assigned; 
• Assisting with identifying and scoping new alternative land use and neighborhood revitalization opportunities; 
• Collecting data and preparing GIS maps for alternative land use, neighborhood revitalization, and other NORA projects/programs as needed; 
• Interfacing with partner agencies and organizations and engaging in community outreach regarding NORA alternative land use and neighborhood revitalization efforts; and 
• Advising NORA on all matters relative to landscape architecture design, installation, and maintenance.

KNOWLEDGE, SKILLS AND ABILITIES: The individual must possess the following knowledge, skills and abilities and be able to explain and demonstrate that he or she can perform the essential duties of the position, with or without reasonable accommodation:

• Knowledge and experience in one or more of the following disciplines: urban planning, landscape architecture, public administration, community development, or project/program management; 
• Knowledge of stormwater management best management practices; 
• Proficiency in GIS and other modern data systems;

The New Orleans Redevelopment Authority is seeking one highly motivated professional for a two year fellowship from November 2014 through December 2016. The fellow will provide daily support to the Chief Resilience Officer and the Director of Planning & Strategy in the development of New Orleans’ resilience strategy within the 100 Resilient Cities Initiative, which is supported by the Rockefeller Foundation. This work will examine strategies to make New Orleans more resilient across a broad range of challenges – from flood mitigation to economic equality, from energy security to public health.The fellow will conduct research, write briefs, manage logistics, and generally support in the development of New Orleans’ Resilience Strategy. The fellow will interface with counterparts at associated organizations and agencies that have complementary missions and challenges. The fellow will document the development of the resilience strategy, establish work systems, incorporate best practices, and seek solutions to the challenges raised throughout the process.

QUALIFICATIONS: Ideal candidates are upcoming professionals within the fields of public policy, public administration, urban design/urban planning, and/or environmental sciences/studies. A bachelor’s degree is required and preferred is a Master’s degree from one of the fields listed above or from a similar field. Two or more years of professional experience in these fields is also preferred.

• Manage complicated projects well, working independently and in teams 

• Engage with a diverse range of stakeholders across multiple disciplines 

• Communicate complex information well, both verbally and in written form 

• Operate fluently in MS Office software and social media platforms

Job Description
As part of its planning consulting services, GCR seeks a qualified professional to work on a range of community development, specific area and comprehensive planning, market analysis, economic development and revitalization projects. The successful candidate will lead projects in market analysis, community revitalization strategies, and land-use strategic planning.

General Responsibilities:

• Manage projects from start to finish including budget adherence, schedule adherence, managing staff time, invoicing, and client communication.
• Assist in development of new planning work including feasibility and market analyses, economic development and evidence-based community revitalization.
• Support quantitative and demographic analyses in development of housing, transit, bicycle and pedestrian infrastructure planning.
• Translate results of research and analysis into both graphical and written form that explain technical concepts to a non-technical audience.
• Advance planning practice and client services through innovative use of analytics, research, and technology.
• Organize outreach efforts, including preparing presentations, facilitating meetings, and collecting data through traditional and advanced methods.
• Manage time across multiple projects within proscribed budgets and deliver work on-time.

Required Skills and Experience:

• Demonstrated passion for working in community development and improving the built environment through evidenced-based planning.
• Master’s degree in city planning or related field + at least six (6) years relevant experience; OR

Bachelor’s degree + at least 10 (ten) years directly related experience

• Increasing level of responsibility including direct project management experience
• Subject matter experience – land-use planning; market and feasibility analysis; survey methods; economic development etc.
• Excellent quantitative, research and analytic skills with ability process and explain results graphically and in writing.
• Excellent written and oral communication skills.
• Ability to show individual initiative & work collaboratively on a team.
• Software: MS Office Suite (Word, Excel, and PowerPoint) required; GIS, modelling or other related planning software desirable.
