Reports to: Board of Directors
Summary
Directs, administers, and coordinates the operation of Peoria Opportunities Foundation (POF), emphasizing opportunities for community revitalization including homeownership, rental programs and other programs and services which will improve resident flourishing. Executes the overall policy and guidelines established by the Board of Directors. Enhances the POF image.

Responsibilities
Housing Development
Oversees all aspects of the affordable housing
development process, from concept through acquisition, construction and initial
occupancy.
•
Engage community
members, tenants, and elected officials to solicit feedback and build support
for potential affordable housing development.
•
Assist
development team with project concept, market research, zoning analysis and
financial feasibility.
•
Prepare and
maintain project budgets and operating proformas.
•
Assist with
project financing. Work on funding applications including IHDA Low-Income
Housing Tax Credits (LIHTC), Federal Home Loan Bank (FHLB), City of Peoria TIF
and others.
•
Work with the
development team, including contractors and architects to complete construction
documents that meet the project budget.
•
Work with the
development team to achieve on-time closing, construction start and completion,
occupancy, and stabilization.
•
As necessary,
oversee completed projects in operational stage, including compliance and
oversight of funding associated with the development.
Organizational Management
•
Conducts general
business operations: maintain non-profit status, coordinate annual audit,
supervise staff, etc.
•
Facilitates
strategic planning process
•
Plans, directs,
and coordinates marketing, public relations, and fundraising efforts.
•
Writes and
administers grants.
•
Develops budget
recommendations for POF annually to control costs and maintain
operations.
•
Develops
effective working relationships with the Board of Directors, City of Peoria,
Peoria Housing Authority and other outside agencies.
•
Speaks at private
and public meetings on behalf of POF.
•
Fully support and
participate in the community organizing initiative of Peoria Partners.
The incumbent may be required to perform job-related responsibilities and tasks other than those stated in this description.
Required Skills and Qualifications
•
Bachelor's Degree
or higher from an accredited college or university (a concentration in Urban
Planning, Public Administration or related field will be preferred)
•
2-3 years
experience in real estate development, real estate finance, construction,
architecture, urban planning, or another related field.
•
Experience
working with or for a non-profit organization
•
Exposure to
affordable housing and the regulations and financing applicable to the
industry, especially Low-Income Housing Tax Credits.
•
Proficient use of
Microsoft Office Suite, particularly Excel
•
Strong
organizational and analytical skills, specifically in budgeting, demographic
analysis and financial analyses (such as loan amortization)
•
Strong
interpersonal skills, politically astute
•
Problem-solving:
looks for plausible solutions to difficult problems.
•
Strong written
and verbal communication skills, including public speaking
Preferred Skills and Qualifications
•
Master’s Degree from an accredited college or university in
Public Administration, Urban Planning, Business Administration, or related
field.

Peoria Opportunities Foundation’s (POF) is a non-profit located in Peoria, IL. POF’s purpose is developing affordable housing with emphasis on developing self-sufficiency and economic wealth for low-income families and individuals.
POF’s
current development pipeline includes a 47-unit new construction family
development in Peoria’s
Southside neighborhood and a proposed 50-unit new construction senior
development in Peoria’s
Southside neighborhood.
The current Executive Director will stay on for 6-9 months to train the new Executive Director.
