Rental Assistance Demonstration Analyst – Chicago Housing Authority

Who: Chicago Housing Authority

What: CHA is currently looking for Program Analyst that would play an indispensable role in the implementation of HUD's Rental Assistance Demonstration program, supporting our efforts to transition a significant portion of our public housing assets to Section 8 project-based voucher funding and leverage new sources of funding for property repairs. This position allows the opportunity to gain exposure to multiple facets of the public housing industry, to interact with both residents and multiple CHA departments and to work on the cutting edge of public housing and affordable housing preservation. Of note, the RAD program is directed by 2003 CUPPA alum and Senior Director Jewell Walton.

The RAD Program Analyst will assist a specific portfolio of HUD Rental Assistance Demonstration (RAD) projects ensuring they successfully achieve each step throughout the process to transition from traditional public housing to project-based voucher-funded projects. Duties will run from assessment through application, financing, construction, final conversion and contract management. 

Examples of responsibilities of this position may include but are not limited to the following:

  • Works across CHA divisions on property-specific issues related to RAD applications and conversions to ensure all details align or comply with CHA priorities, HUD RAD regulations and CHA’s MTW authority. These divisions include, but are not limited to, the Property Office, Office of Development Management, Capital Construction Department, Office of Budget Management, Resident Services, Housing Choice Voucher, Planning & Reporting and Legal. 
  • Prepares financial analyses and summaries, and finalizes development budgets (sources and uses) and operating pro formas to ensure conformance with HUD’s program guidelines and lender requirements. 
  • Assists with procurement for services related to RAD conversions. This includes, but is not limited to, securing services for RAD-eligible physical condition assessments, required property inspections, and rent reasonableness determinations. 
  • Supports Capital Construction and the Property Office in overseeing the review of physical condition assessments and the development of construction plans in conformance with RAD program requirements. 
  • Works with multiple CHA departments to develop, refine and manage financing plans using HUD’s RAD Resource Desk platform, consistent with HUD regulations and forms. Duties may also include preparation and/or coordination of applications to secure financing and approval for additional development projects across the RAD portfolio.
  • Develops and manages individual RAD transaction timelines to ensure appropriate and full utilization of the resource, including management of time-sensitive activities and lead items, such as environmental reviews, resident outreach, and relocation strategies. 
  • Interfaces with HUD staff and completes follow-up as necessary to address HUD questions about CHA’s RAD portfolio, including data management and tracking of information in HUD’s RAD Resource Desk data and document portal. 
  • Supports property management in the executive of resident leases, as well as overseeing the transfer and processing of resident and property data to the project-based voucher subsidy platform in Yardi Voyager. 
  • Manages the conversion process for specific RAD properties, including all submissions required under RAD. Serves as the de facto development manager to ensure a successful conversion. 
  • Attends and facilitates resident and other stakeholder meetings in accordance with RAD guidelines as needed. Assists with other external communications. 
  • Stays abreast of policy changes concerning housing preservation, the Rental Assistance Demonstration, project-based vouchers and affordable housing financing to assess opportunities related to the CHA RAD Program. 
  • Provides effective customer service to current and former public housing residents impacted by the program. 
  • Performs other duties as assigned. 

Qualifications: 

  • A Bachelor’s Degree in public policy, urban planning, finance or the equivalent combination of education and related work experience. 
  • At least two years of experience in the development, financing or asset management of public, assisted or affordable housing is required.
  • Direct experience with modernization, redevelopment or preservation of public and/or assisted housing is preferred. 
  • Knowledge of affordable housing financing products such as Low-Income Housing Tax Credits (LIHTCs), State tax credits (including Illinois “Donation Tax Credits”), Federal Housing Administration (FHA) loans, etc. is a plus. 
  • This position will be expected to have a working knowledge of policies and regulations governing public housing and project-based vouchers. 
  • The position requires excellent verbal, written and interpersonal skills as well as an ability to prioritize multiple tasks and with keen attention to detail. Diligent research skills and an ability to strategize and synthesize disparate functions into a comprehensive and streamlined set of processes are key to success. 
  • Prior experience with Yardi Voyager, comparable database systems and manipulation of diverse sources of data is preferred. 
  • Other requirements include strong organizational and analytical skills; strong computer skills including Word, Excel, PowerPoint and SharePoint; as well as an ability to work on multiple projects at the same time.
