Description
The Planning and Development Department is seeking to fill a new Graphics position by hiring a Planner (Urban Design) at the I or II level.  The level and salary will be determined by experience.
  
The Planner I/II (Urban/Graphics Design) position will support the Planning department's graphic and website communications.  This position will help develop and present urban design and graphic concepts to key internal and external stakeholders.  The position will provide design input, strategy and visual support including renderings and presentations for executive and community processes.  
Examples of Duties
The Planner I performs a variety of planning and design functions including but not limited to:
  •  Performs professional work related to a variety of planning assignments;
  • Develops planning studies and reports in support of new and updated plans, programs, and regulations;
  • Reviews or assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations;
  • Prepares and presents detailed reports on development proposals to government bodies;
  • Collects a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, and occupancy rates;
  • Evaluates or assists in the evaluation or rezoning requests, ordinance amendments, site plans, special use permits, variances, and other proposals;
  • Acts as a liaison between community groups, government agencies, developers, and elected officials in developing neighborhood plans;
  • Coordinates community review of public and private development projects;
  • Provides information to the public regarding development regulations;
  • Assists in resolving citizen issues;
  • Oversees the work of consultants and interns;
  • Performs field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans; and
  • Attends a substantial number of evening and weekend meetings.
The Planner II performs a variety of planning and design functions including but not limited to:
  •  Performs professional work related to a variety of planning assignments;
  • Develops planning studies and reports in support of new and updated plans, programs, and regulations;
  • Reviews moderately difficult to difficult development proposals and site plans for conformance with codes, plans, and regulations;
  • Reviews and processes comprehensive plan amendments, rezoning recommendations, annexations, site plans, and plats;
  • Develops project budgets, administers bidding processes, and verifies contract expenditures and compliance;
  • Conducts research and prepares statistical reports on land use, physical, social, and economic issues;
  • Provides professional planning assistance to member communities on varied land use projects;
  • Develops transportation plans, studies, and analyses on a regional basis;
  • Acts as a liaison between community groups, government agencies, developers, and elected officials in developing neighborhood plans;
  • Coordinates community review of public and private development projects;
  • Provides information to the public regarding development regulations;
  • Assists in resolving citizen issues;
  • Oversees the work of consultants and interns;
  • Performs field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans;
  • Provides assistance in presenting reports and other findings to staff, Planning & Zoning Board, and City Council members, and

Minimum Qualifications
Education
 
  • Planner I or II: Bachelor's degree from an accredited college or university, with major course work in urban planning, architecture, public policy, graphics or a closely related field.
Experience
 
Planner I:
  • One (1) year of professional experience involving planning/urban planning, architecture/ landscape architecture, urban design or graphics is preferred but not required.
  • Must demonstrate proficiency with integrated word processing and spreadsheet functions.
  • Proficiency with digital design and design software.
  • Excellent hand drawing skills, preferred.
 Planner II:
  • Two (2) years of professional experience involving planning/urban planning, architecture/ landscape architecture, urban design or graphics is required.
  • Must demonstrate proficiency with integrated word processing and spreadsheet functions.\

License / Certificates
Possession of an American Institute of Certified Planners (AICP) certification through the American Planning Association may be required.
 
Equivalency
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
