This position serves as a Lead Community Planner and Capacity Program Manager responsible for various airport and aviation planning activities for the Office of Airports (ARP, NWM region). The incumbent will serve as the liaison between ARP headquarters personnel and regional planners. This position is responsible for providing technical assistance and guidance to ARP field and headquarters personnel, airport sponsors, consultants, planning agencies, and the public on various aspects of airport and aviation planning to include airport systems planning, airport master planning and airport layout plan preparation, regional airport plans, and Next Gen airport strategies.
This position serves with limited supervision in order to exercise a degree of independent judgment in the analysis and interpretation of criteria related to all aspects of airport and aviation planning.
Maintains expert knowledge and has experience in all areas of airport/system master planning, and coordination with airlines, airport tenants, user groups, neighboring communities, airport planning and environmental consultant, and Next Gen technology for airports.
Provides advanced technical assistance and coordination of local airport demand forecasts. Serves as the regional point of contact for all forecasting and capacity reviews. Coordinates, reviews, and provides analysis on national forecasts with field and headquarters.
Provides technical guidance, assistance, and reviews planning consultant contracts, including determination of cost reasonableness and assuring that selection was in accordance with all procurement of professional services requirements.
Collaborates with regional environmental specialists in the collection of data, and develops documents required for satisfying requirements of National Environmental Policy Act. Provides technical guidance, assistance and review of airport sustainability programs.
Provides technical assistance related to the Airport GIS program to include FAA Airports GIS standards and eALP tool development, review, and approval. Assists sponsors and Regional field personnel in incorporating FAA Airports GIS Standards in planning products.
Provides expertise and guidance on airport design, including associated federal regulation and FAA policy related to airport planning and capacity issues.
Provides assistance to ensure land use compatibility including consultation in the development of zoning requirements on and off airport.
Develops the National Plan in Integrated Airports System (NPIAS).
Provides technical assistance in the review and coordination of off airport submittals for airspace review. Reviews standards for approach and departure procedures and provides expertise on protected and critical airport surface.
Approves (when applicable), with limited management oversight, adaptations and deviations of agency airport planning, design, and construction standards as defined in Order 5300.1.
Participates, when required, in community participation activities, such as Advisory Committees, public workshops, and public meetings or hearings.

In addition to the basic requirement listed below in the EDUCATION section, to qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to: hands-on experience in developing and reviewing airport development plans, airport layout plans, and demand forecasting, including working experience with GIS airport data and stratgic planning.

EDUCATION: To qualify for this position you must have a degree in community planning; or related field such as: Urban Affairs, Architecture, Landscape Architecture, Engineering, Sociology, Geography, Economics, Political Science, or Public Administration that included at LEAST 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

Combination of education and experience -- courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
