Background
Voices for Illinois Children has an immediate, full-time opening for a highly knowledgeable and professional director of our Birth-to-8 Project. Voices is a nonprofit, nonpartisan, statewide group of advocates for good public policies
supporting children’s optimum learning and development. We work across all issue areas – education, health and human services, family economic security and state and federal fiscal integrity – to improve the lives of children of all ages. Voices embraces a “whole child” approach in policy and advocacy work, encompassing all of children’s needs – from cognitive and physical to social and emotional.

Since our inception in 1987, Voices has played a major role in the improvement of early learning opportunities for children from birth to kindergarten entry. Now, we seek to sustain and further build on that strong, birth-to-5 foundation with increasing emphasis on the learning and developmental needs of children aged 5 to 8, as well. This move reflects a growing amount of research demonstrating that sustaining children’s early childhood gains requires strong learning supports in their formal years of school – and that children who’ve had little or no access to early childhood services often need extra help after entering school.

Position summary
The director of the Birth-to-8 Project will play an integral role in identifying, shaping and pursuing the early childhood policy goals of Voices for Illinois Children. He/she must be creative and flexible in helping to lead Voices’ work in strengthening well-rounded, educational opportunities for young children, setting them on a course for success in school and throughout their lives.
Primary duties and responsibilities
• Direct and manage birth-to-8 policy and advocacy efforts, in coordination with Voices’
staff leadership
• Work with external organizational partners to coordinate policy development and
advocacy efforts
• Monitor, analyze and synthesize state and national research on education, particularly
that regarding children from birth to 8
• Write policy papers, fact sheets, articles on birth-to-8 policies and practice
• Represent the organization at conferences, meetings, speaking engagements and with
news media
• Contribute to organization’s grant-writing, -reporting work
• Take on other duties as assigned
Required skills and experience
• Minimum of bachelor’s degree in education, public policy or related field; master’s
degree preferred

Position Description
The incumbent in this position assists in developing, tracking, and analyzing the
Transportation Improvement Program (TIP) and the Congestion Mitigation and Air
Quality Improvement Program (CMAQ). This position also assists in ensuring
compliance with federal planning and environmental regulations, so that the programs
and analyses may be approved by the federal government.
Essential Functions
1. Collect CMAQ proposals, enter them in databases, and evaluate and rank proposals
for emissions benefits.
2. Assist in the preparation of a proposed program and prepare recommendations for
CMAQ Project Selection Committee action.
3. Collect and evaluate information on CMAQ project status.
4. Develop methods and analytic strategies measuring the air quality and congestion
benefit of transportation projects.
5. Recommend changes and enhancements improving the development and
implementation of the CMAQ program.
6. Assist in collecting, developing, maintaining and analyzing information required for
the TIP, including project information, federal regulations and TIP documentation.
7. Assist in maintaining data required for the TIP geographic information system and

The Chicago Metropolitan Agency for Planning (CMAP) is seeking to hire 4 full-time employees to help implement the Sustainable Communities Local Technical Assistance (LTA) program which will be funded through a three year grant. Both positions will be for the length of the grant only. Compensation will be commensurate with related qualifications and experience.
CMAP was created in 2005 to integrate planning for land use and transportation in the counties of Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will. On October 13 of this year, CMAP released GO TO 2040, the region’s long-range comprehensive plan. The agency is now focusing on implementing the plan, which includes technical assistance to local governments as a major activity. Position Description
The LTA program will create new resources for technical assistance and coordinate with existing technical assistance activities. It will result in a series of innovative, replicable projects in the Chicago region that support livability principles, implement GO TO 2040, and build capacity in local communities. CMAP will recruit 4 senior level planners that have the knowledge, experience, and skills to assist in the implementation of local technical assistance projects, focusing on the intersection between housing, land use, and transportation.
Qualifications and skills include:
 Thorough knowledge of local planning practice in northeastern Illinois, including plan and ordinance preparation, development review, and the role of appointed and elected officials.
 Expertise in comprehensive planning and understanding the links between transportation, land use, housing, economic development, environment and natural resources, and human services
 Ability to provide technical assistance, conduct training and workshops, and develop innovative, collaborative solutions to build local capacity.

Chapin Hall seeks candidates for the Harold A. Richman postdoctoral research fellowship aimed at strengthening the intellectual and research qualifications of outstanding scholars interested in applied research careers focusing on child, youth, and family well-being. The postdoctoral fellowship will provide new scholars with advanced research training through participation on Chapin Hall research projects; time and resources to explore and develop independent research ideas; and mentoring by nationally recognized researchers in the field, at Chapin Hall and the University of Chicago. The selected individual(s) will have the opportunity to be involved with research design, development of data collection instruments and their implementation, data analyses and write-up of study results.

For the current application period, we are particularly looking for candidates interested in the following areas:

- Early childhood: early childhood education and school readiness, literacy and language development, mental health.

Job Requirements

The program is open to individuals who received their PhD between January 1, 2007 and August 31, 2011. The degree must be in an appropriately related discipline, for example, public policy, social work, economics, human development, education policy, statistics, epidemiology etc. The qualified applicant will have three years of research experience (dissertation-related research is acceptable) with experience conducting empirical research in the context of child, youth, or family policy.

There must be strong evidence of the potential for success in publishing and obtaining research grants. Interested candidates should submit a C.V., a 5–7 page personal statement (1.5 spacing) outlining completed research, work in progress, research interests, and professional goals, a scholarly writing sample (not to exceed 30 pages), and contact information for three references. Job Description
The City of Philadelphia, in partnership with the School District of Philadelphia and the Family Division of the First Judicial District of Pennsylvania, is seeking a Research Director to direct all research activities for a newly established and innovative Policy and Analysis Center (PAC). The PAC is designed to use a state-of-the-art integrated data system to serve as the basis for applied research to improve health, education and social services for Philadelphia residents. Funded with a seed grant from the William Penn Foundation the Center will focus on integrating administrative data from the City, School District, and Family Court and other public entities to create intelligence about cross-system issues that can be used to advance strategic, collaborative decision-making.

The Research Director will be responsible for helping the City, Family Court and the School District develop a common research agenda; ensuring that research projects are methodologically feasible and scientifically rigorous; facilitating the process of translating research findings into practical and understandable information for policy considerations; developing priorities for data quality improvement; and assisting in developing funding to sustain the PAC after the grant period is concluded.

The Research Director will direct the work of the PAC unit located in the Office of the Deputy Mayor for Health and Opportunity. The PAC unit is responsible for coordinating the work across the operating PAC subcommittees, which include a Governing Board, a Research Advisory Board, a Data Advisory Group and a Project Advisory Team for each priority research area.

TWO POSTDOCTORAL RESEARCHERS are being recruited to work on a two-year ULTRA-Ex project awarded by NSF to the Science Team of Chicago Wilderness, a biodiversity alliance of over 250 organizations in the metropolitan Chicago area [from southern Wisconsin through northern Illinois and Indiana into southwest Michigan (www.chicagowilderness.org)]. The Chicago Wilderness science team includes researchers from a wide range of key Chicago-area universities and research organizations. The Chicago ULTRA-Ex project has three major objectives:

OBJ 1: Critically examine the connections between the biodiversity-recovery goals of the region-wide Green Infrastructure Vision of Chicago Wilderness and the delivery of critical ecosystem services (from the cultural to the biogeochemical) to human communities throughout the Chicago region.

OBJ 2: Research options for a multi-faceted Chicago ULTRA-Hub. The Hub will include an interactive web-based platform for managing data, communicating research findings to planners and the public, and collaborating and interacting with scientists and practitioners. The ULTRA Hub will also be an umbrella center for urban ecosystem research and policy, and will partner with regional education and outreach programs. A pilot “proof-of-concept” version will be launched within two years.

OBJ 3: Through a series of outreach and education activities (e.g. a metropolitan-wide graduate course; quarterly meetings of area researchers, planners and land managers), develop the integrated theoretical and empirical framework for a long-term socio-ecological research program in the Chicago metropolitan region.
Duties:

The two ULTRA-Ex postdocs will interact closely with two other postdoctoral researchers (an ecologist and a social scientist) supported by a recent award to the CW Science Team from the NSF Program in the Dynamics of Coupled Human-Natural Systems. The CW Science Team includes ecologists, environmental social scientists, conservation biologists, modelers and urban planners from the City of Chicago Department of the Environment, DePaul University, Field Museum, Lincoln Park Zoo, Loyola University, Purdue University, University of Illinois at Chicago, University of Illinois at Urbana-Champaign, and the USDA Forest Service Northern Research Station. Practitioners from the City of Chicago and other groups are integral to the team.


We are seeking creative, innovative, interdisciplinary researchers who will work with the CW Science Team to forge exciting new directions in the ecology of complex metropolitan socio-ecological systems. Successful applicants will have broad interdisciplinary experience and proven accomplishments in research on the dynamics of socio-ecological systems. Postdoctoral applicants are sought with a range of skills that will qualify them for one of two positions:


Position 1: Green Infrastructure and Ecosystem Services (Objective 1)

Position 2: Environmental/Ecological Informatics (Objective 2)

Both postdocs will work on Objective 3 in addition to the first or second objective. Each postdoc will work with the entire Chicago Wilderness Science Team, but will have a smaller set of mentors with whom they will interact most closely.
Qualifications:

The ideal candidate for Position 1 will have expertise in landscape level and multi-scalar modeling of ecosystem services (e.g. carbon, water, biodiversity), spatial analysis skills, and familiarity with advances in urban socio-ecological theory and research. The ideal candidate for Position 2 will have expertise in cutting-edge computing platforms (e.g., TeraGRID), ecological metadata language skills, strong knowledge of cyber-infrastructure tools (e.g., php, tcl/tk, ArcSDE), including hub technologies, and other aspects of environmental/ecological informatics. Familiarity with tools like GeoServer, ArcServer or MapServer, and experience with data management within the LTER network, would be a plus. Both positions require a completed PhD (within the last 3 years), excellent writing and oral communication skills, and experience and interest in collaborative, transdisciplinary research.
