Who: Wisconsin Department of Health Services - Division of Medicaid Services - Bureau of Fiscal Management
What: This position has lead responsibilities in the areas of budgeting, cost analysis planning, research, development and implementation of policies designed to encourage cost containment and promote program and departmental objectives in a large and complex health care program. These complex responsibilities entail the use of advanced budgeting and statistical concepts; program policy, planning, and development techniques; advanced oral and written communication skills; and extensive knowledge of Wisconsin Medicaid program policies.
This position has responsibility for monitoring portions of the $9 billion Medicaid budget, with multiple funding sources, for Medicaid payments to health management organizations and providers. This includes making monthly projections and estimating the fiscal impact of state or federal initiatives on such payments.

The Sustainable Transportation Planner is responsible for professional urban and community planning work with a particular focus on planning a healthy, sustainable, 21st Century mobility system for the City of Madison with consideration for the metropolitan region. The position is defined by a high degree of collaboration with area units of government. The position will analyze transportation planning issues through a public health lens and take an evidence based approach to the development of policies that achieve public health outcomes through community investment. This work primarily involves the collection and analysis of a wide range of community and urban planning information; synthesis of global best practices focused on moving more people, not just cars, through the transportation system; attention to equitable, context-sensitive level of service planning; the preparation of planning documents, analytic reports, and graphic materials; and providing related information, interpretations, evaluations and recommendations regarding planning strategies, processes, policies and ordinances.
Knowledge, Skills and Abilities: Working knowledge of applicable land use, community planning, transportation planning and urban design theories, principles, and practices. Working knowledge of and ability to use computer software applicable to the duties of the position. Knowledge of local ordinances and laws, governmental review processes, and design considerations and their application. Ability to communicate effectively both orally and in writing. Ability to develop and maintain positive and effective relationships. Ability to review development plans and specifications and to identify planning issues. Ability to prepare and present related graphic and design materials. Ability to create and deliver presentations to large groups of people. Ability to use computers to draft a variety of correspondence and reports, to conduct statistical analyses, and to conduct research. Ability to deal with complex information, to identify problems, and to conduct relevant research and analysis and prepare narrative and statistical reports. Ability to attend meetings during the evening or on weekends. Ability to physically inspect construction sites. Ability to plan, and structure analysis for planning projects. Ability to exercise judgment and discretion in completing independent projects. Ability to coordinate and manage planning projects, team activities and citizen group efforts. Ability to maintain adequate attendance.
Training and Experience: Two years of professional planning experience comparable to that gained as a Planner 1 with the City of Madison. Such experience would normally be gained after graduation from an accredited college or university with a degree in Transportation Planning, Architecture, Landscape Architecture, Urban Studies, Urban and Regional Planning, Geography, Real Estate Development and other related studies or programs. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
