Job Summary

The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

This position is located in Duluth, Bemidji, or Detroit Lakes, MN. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office on occasion and will be required to attend monthly staff meetings at Central Office in St. Paul, MN.

This position is responsible for analyzing, administering, and providing program oversight for managing Greater Minnesota’s rural transit system operations in assigned areas of the State. These programs are both comprehensive and technical in nature. Responsibility includes assist in developing effective and comprehensive statewide procedures, establishing equitable funding levels and service allocation needs, evaluating performance, evaluating program activities so that statewide program goals, policies and procedures are maintained, and to ensure efficient and effective program administration. Responsibility extends to withholding services and/or corrective action in cases of non-compliance. Responsibility also extends to providing support to funding recipients before committees, boards, councils, and other forums; performs other duties as required. 

Travel (15% of time) is required to grantees sites visits to assigned transit agencies, regional meetings, MnDOT ATP meetings, conferences/workshops, and monthly staff meetings.  


Qualifications

Minimum Qualifications

Two years of advanced professional experience in administering transit/transportation statewide programs.

Experience must also demonstrate the following:

  • Experience writing program procedures, ensuring compliance, evaluating program performance, and conducting fiscal monitoring.
  • Experience with qualitative and quantitative data analysis sufficient to evaluate program information and reports, diagnose problems, and research alternative methods of service.
  • Experience with contract administration.

A Bachelor's or Master's degree in (Accounting, Finance, Business) substitutes for six months of advanced professional experience.

Preferred Qualifications

  • Experience with public transit operations, laws, and regulations.
  • Experience with government budgeting.
