Summary:

Goldbelt C6 is seeking multiple Audience Research Analysts to support the Department of State within the  Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs (R/PPR). These positions will  provide the on-going development of integrated audience research approaches to assist diplomacy practitioners in reaching the right foreign public audiences with the right messages and programs to advance U.S. foreign policy goals.

Essential Job Functions:

· Conducts formative research into country context and foreign audience attitudes, beliefs, and behaviors to guide the planning and development of public diplomacy programs and activities.

· Designs and delivers research studies with actionable results to support public diplomacy practitioners in reaching the right audiences with the right messages and programs (including research design, project management, technical support, field research as appropriate, data analysis, and report writing).

· Analyzes data on foreign audiences to produce evidence-based analytical products and presents results and recommendations to the public diplomacy community.

· Manages data on audiences and competitors, including from existing audience research, market research, and opinion polling.

· Analyzes gaps in available research, recommends the commission of new research, and oversees the execution of that research.

· Provides consultation to public diplomacy practitioners on how to use audience research to inform and improve public diplomacy programs and messaging that advance foreign policy objectives.

· Serves as liaison between field practitioners, the REU, and others in the Department who can provide support.

· Curates existing research from both USG and non-USG sources to support on-demand situation analysis.

· Looks for new trends and tools in audience data analysis and connects with equivalent governmental and non-governmental organizations and research entities to discover new methods and update best practices.

· Contributes to the development and delivery of training modules and courses for public diplomacy practitioners on how to use audience research tools.

· Assists government staff with development and review of contracting documents for the procurement of research services.

Necessary Skills & Knowledge:

· Training in qualitative or quantitative research methods.

· Knowledge of research design including mixed-methods approaches.

· Experience collecting qualitative or quantitative data in foreign countries, including selecting, training, working with, or supervising local research teams.

· Experience with audience research and/or opinion polling methods for large-scale initiatives, including identifying key data sources and metrics; establishing data collection, management, and analysis processes; and creating reports.

· Experience managing complex projects involving multiple stakeholders, with milestones occurring over one to two years.

· Excellent customer service skills and ability to focus on, understand, and respond to the needs of internal and external clients.

· Demonstrated ability to create resources and materials to support learning and capacity-building.

· Ability to approach problems analytically and holistically, considering the individual problem and the impact on the larger system.

· Ability to work on complex projects within a multidisciplinary team.

· Ability to work flexibly and efficiently in a rapidly changing environment, exercising a balance between research rigor and client needs.

· Demonstrate curiosity in continued learning and growth on the job.

· Openness to critique and feedback (including from other disciplines), curiosity to learn from a spectrum of perspectives, and experience or strong interest in collaborating closely with others.

Minimum Qualifications:

· Bachelor's degree in relevant field

· Minimum four (4) or more years of experience designing and managing audience research, market research, or opinion polling.

· Secret Clearance eligible

Preferred Qualifications:

· Master's degree

· Current/active Secret Clearance

· Previous Department of State experience
