Budget Analyst III - Office of Budget and Financial Administration @ UIC

What:
The Office of Budgeting and Financial Analysis at UIC is seeking a Budget Analyst III.  The Office of Budgeting and Financial Analysis is the principal staff arm of the Chancellor, Provost and Associate Chancellor Budget and Financial Administration (BFA) of academic, capital, enrollment and financial planning, related policy analysis and fiscal administration.  Under the general direction of the Assistant Chancellor/Director Budget and Financial Analysis, the Budget Analyst III is an integral member of the office team responsible for developing and managing the annual budget.  The department is also responsible for a variety of analyses and reports, which requires the understanding of underlying, often complex resource issues and the preparation of detailed charts, tables and spreadsheets to support long and short-range management decisions regarding university operations.  Work is accomplished through the development and maintenance of relevant databases and systematic analyses of policies and programs.
Duties include: Budget Development and Resource Planning, Budget Compliance and Analysis, Special Project Assignments, Ad Hoc Analysis and Reports.

Qualifications:  
Minimum Requirements - 
- Any one, or any combination, of the following types of preparation:
(a) Bachelor’s degree leading to a major in accounting, business administration, finance, or other closely related field with quantitative and analytical focus or three years of progressively more responsible experience that provided a knowledge of generally accepted principles, theories, and practices used in budgeting, accounting, and the analysis of fiscal operations that would assure the applicant’s overall ability to undertake professional budgeting work, and:
(b) Three years of progressively more responsible experience that included experience with computerized budgeting and/or accounting systems. [A Master’s degree in accounting, business administration, finance, computer science, or closely related fields or registration as a Certified Public Accountant may be substituted for one year of experience.]
- Additional three years of professional experience comparable to that gained at level II of this series.
- Demonstrated experience creating, maintaining and analyzing budgets and financial reporting using advanced spreadsheet and computerized data retrieval software

Preferred Qualifications - 
- Five years’ experience with financial analysis and creating financial models for decision-making, such as business plans or proforma budgets, and preferably working in a public sector or university central budget office.
- Demonstrated professional work experience within a central budget office at a large institution of higher education and or an understanding of Responsibility Center Management/ Budgeting and various policy issues facing higher education; experience creating data bases with Microsoft Access.
- Solid knowledge of budget modeling and forecasting techniques and public finance and budgeting principles and practices, including fund accounting.
- Excellent math skills, accuracy, attention to detail, organization and analytical ability.
- Strong verbal and written communications skills are also necessary to develop and deliver presentations to various university audiences.
- Intermediate knowledge of Microsoft Office software, PowerPoint and Word.

- Ability to learn SAS (business analytics software), Banner and other ancillary computer systems used to evaluate data a necessity.
