- The Position
- The City of Portland, Water Bureau (PWB) is seeking a Management Analyst. The Management Analyst will be responsible for developing organizational structures and automating processes and procedures to ensure compliance with all records retention requirements. The position will plan, organize, then work with each work group in PWB to bring their relevant retention schedules up to date, approved and published by City Archives & Records Management. The position will coordinate recordkeeping functions in the bureau, determine recordkeeping requirements and operational needs, then establish processes and procedures to ensure records are captured and managed per retention schedules; automating processes where appropriate using the bureau's Content Management system to organize and standardize record metadata for future export to Auditor's HPRM system. The position will assist all PWB workgroups to establish processes and procedures for managing their records when use of Content Management is not practical or feasible. The position will also analyze the existing Content Management system, current PWB business practices and current usage of Content Management system to determine needs gaps, identify areas for improvement, new or additional functionality and applications needed. The position will also develop processes and specifications for tools to automate records preservation for legal holds issued by the City Attorney's office, or others. Finally, the position will work with Emergency Management and Bureau representatives to identify critical files/information that will be required in the response and recovery phases of a major disaster, then work with BTS and others to ensure the critical files/information is replicated to a disaster recovery server and will be available when needed. This position requires the ability to exercise tact, diplomacy and excellent communication skills.

- The following minimum qualifications are required for this position. Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience meets each of the following minimum qualifications:
- Knowledge and experience analyzing administrative, operational, procedural organizational problems, evaluating alternatives, and reaching sound, logical, fact-based conclusions and recommendations.
- Knowledge and experience in applying the principles and practices of public administration, contracting and maintenance of public records.
- Knowledge, ability and experience in maintaining files, records and documentation.
- Knowledge and experience in analyzing, interpreting, explaining and applying relevant laws, regulations, ordinances and policies.
- Ability to establish and maintain effective working relationships with bureau managers and staff, staff of other bureaus, representatives of other governmental agencies, the public and others encountered in the course of work.
- Ability and experience in communicating effectively, orally and in writing; presenting conclusions and recommendations clearly and logically.
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in business or public administration, finance or a closely related field; and at least two years of progressively responsible professional experience in administrative, operations, budgetary and similar analysis; or an equivalent combination of training and experience. Experience in a public agency is preferred. - The Recruitment Process
