The Mission of Portland’s Bureau of Development Services is to promote safety, livability, and economic vitality through efficient and collaborative application of building and development codes.
 
THE POSITION: 
The Inspections Division Manager reports directly to the Bureau Director and is responsible for planning, organizing and managing the operations of the Public information & Enforcement Services (PIES) division, which includes the Customer Service and Communications Section, the Neighborhood Inspections and Compliance Services enforcement programs, and the Code and Policy Development section.  This position is part of the bureau’s Senior Team and oversees a division of approximately 50 employees.
The PIES division is responsible for the bureau’s internal and external communications with staff, customers, and the community.  It responds to and resolves citizen complaints concerning life safety, livability and property maintenance codes administered by the bureau, develops and updates code guides, program guides, and policies and codes that the bureau implements.  This division also provides the bureau’s main reception function, handles customer service complaints, coordinates outreach events and activities, and maintains and updates the bureau’s website.
The Division Manager must exercise considerable administrative discretion in carrying out implementation and enforcement responsibilities in the context of the bureau’s mission, goals, and values regarding customer service.  The position requires strong leadership, excellent oral and written communications, conflict resolution skills, and a thorough understanding of federal, state and City Code as it pertains to building, construction, rehabilitation, alteration, use and occupancy in area of assigned responsibility.
