The Mission of Portland’s Bureau of Development Services is to promote safety, livability, and economic vitality through efficient and collaborative application of building and development codes. 
THE POSITION 
Associate Planner is the entry-level class in the professional planning series for the City of Portland. They are employed by three bureaus in the City of Portland: Portland Bureau of Transportation (PBOT), Bureau of Development Services (BDS), and the Bureau of Planning and Sustainability (BPS). Associate Planners perform planning research, review and analysis on projects of routine to moderate difficulty and assist more senior planners in preparing planning studies and reports on short- and long-range, well defined assignments and projects. 
Under general supervision, Associate Planners participate in a variety of interdisciplinary policy development projects, strategic and infrastructure planning initiatives, long-range land-use plans, and development review functions; write findings, notices and reports; answer questions and provide interpretations of Code and other requirements; and participate in planning work on a variety of planning policy development, long-range planning and other projects. Associate planners may have frequent and direct interaction with advisory groups and the general public. 
The Land Use Services Division of BDS currently has 1 position available - on the Land Division and Environmental Team. Associate Planners in Land Use Services implement the Portland Zoning Code and provide information to the public about zoning and issues related to the use of land. They review development proposals to ensure compliance with the City’s zoning regulations. They work with developers, lawyers, neighborhoods, and the City’s infrastructure bureaus to mediate conflicts, problem-solve, and coordinate infrastructure improvements. This may include review of development proposals submitted by applicants and produce public notifications and reports documenting whether and how the proposal meets the zoning code approval criteria. Associate Planners make land use decisions, which may include recommendations at public hearings. Qualified candidates commonly have backgrounds in urban planning, urban design and architecture, landscape architecture and/or environmental planning. This position will also meet the Bureau’s expectations of providing excellent customer service in an equitable manner to meet the needs of the City of Portland’s community
Land Division and Environmental Team - Duties include administering the zoning code through the review of development proposals involving discretionary Land Division or Environmental land use reviews. Additional duties 
may include processing final plat and property line adjustment applications, and providing zoning information and assistance to customers involved in the land use review or permitting process. 
Fluency in a second language is desirable, but not required. The current opportunity is within the Land Division and Environmental Team. However, the eligible list generated from this recruitment may also be used to fill future vacancies in the Bureau of Development Services.
