POSITION SUMMARY
This position has primary responsibility for the research, development, and evaluation of policies applicable to the programs managed by the Community Investment department. The analyst will also be responsible for managing and informing the Community Investment Policy and Loan Committees. S/he will also have responsibility for the review and analysis of competitive Affordable Housing Program applications and other specialized project and program related research and analysis. 

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Interpretation of regulations, regulatory interpretations, advisory bulletins, and other guidance applicable to Community Investment programs. 
  • Application of Community Investment risk and control environments, particularly those applicable to business policies; assist with defining, changing, and managing controls applicable to business policies. 
  • Develop and implement policies and related documentation; collaborate with CI Operations team to ensure departmental guides, procedures, and other business documentation comply. 
  • Maintain master list of all Community Investment related policies; manage the annual review process for policies; understand the record retention policy as it applies to policies and ensure proper electronic storage and organization of the files. 
  • Manage the Community Investment Policy and Loan Committees, including maintenance of policy items, establishing agendas and facilitating meetings, and documenting decisions.
  • Monitor trends within the district and industry; ensure policies are responsive and relevant, and propose revisions when necessary.
  • Ensure policy decisions and directives are clearly communicated and disseminated, both internally and externally. 
  • Participate in the analysis of applications submitted under the competitive AHP, including review of eligibility requirements, financial feasibility, and scoring commitments. 
  • Analyze programmatic data; Assists in the design of management and Board-level reports.
  • Assist in providing technical assistance to members and project sponsors with AHP applications. 
EXPERIENCE/EDUCATION REQUIREMENTS
  • Bachelor degree with a concentration in Business or Public Administration, Finance, Real Estate, Urban Planning, Community Development, or other allied field. 
  • 5 plus years of banking or community development experience. Post graduate education may substitute for some work experience. 
  • MS Office Suite
