FOUNDATION SUMMARY  

The Coleman Foundation, Inc. is a private grantmaking foundation established in 1951. The Foundation supports organizations that work in three areas of focus: health and rehabilitation services, intellectual and developmental disabilities (I/DD), and entrepreneurship organizations in the Chicago metropolitan area. The current endowment is $200 million and in 2021, the Foundation made 161 grant payments totaling $7.1 million. The Foundation is currently working under a two-year strategic plan and expects learning during that time to influence its program direction and practices. POSITION SUMMARY 

The Program Officer works in strategic and creative partnership with the Foundation’s leadership and program team on grantmaking and program initiatives across all funding priorities to advance the Foundation’s goals. The Program Officer is responsible for making funding recommendations for health and rehabilitation, and for co-implementing and co-managing all aspects of the I/DD grants portfolio. The Program Officer represents the Foundation in funder collaboratives, and by attending relevant conferences and other meetings with grantees, issue experts, and the philanthropic community.

SALARY

$90,000-100,000* depending on competencies and experience.

KEY RESPONSIBILITIES 

Strategic Leadership & Learning (approx 30%)

  • Lead learning and grantmaking in the health and rehabilitation program 
  • Serve as co-program officer partner on the intellectual and developmental disabilities learning agenda and grantmaking
  • Develop and implement evaluation plans to track the impact of the work and to allow for continuous learning
  • Provide regular “snapshot” reports to leadership with updates on program work, proposal review, and grantee progress
  • Stay current on issues, opportunities, activities, and developments in the Foundation’s funding areas and potential future funding areas. Keep staff and directors updated on trends and evolving practices
  • Partner with leadership to ensure that the grantmaking programs are relevant and aligned with organizational priorities and to identify and develop emerging areas of interest 

 

Grantmaking (approx 70%)

  • Review proposals for potential support, read written materials, meet applicants, manage expectations
  • Conduct site visits of grantees and applicants
  • Conduct due diligence, prepare written evaluations, present recommendations to staff and board
  • Communicate Foundation priorities, procedures, proposal feedback, and decisions to applicants, verbally and in writing
  • Monitor progress of grantees, review their reports, maintain regular communication, and attend their meetings, functions, or events 
  • Serve as a resource and support for board-directed giving
  • Identify organizations with strong potential for partnership and recommend new grantee partners
  • Contribute to overall efficient operations of the grantmaking department; identify procedures and processes to streamline with the grantmaking team
  • Participate in promoting the Coleman Foundation’s mission and the work of our grantees, including writing blog posts and grantee spotlight articles
  • Connect applicants, grant recipients, and community partners to training, technical assistance, marketing and capacity building opportunities and providers
  • Work on and support special projects or other duties as assigned

 

QUALIFICATIONS 

Requirements (must have)

  • Bachelor’s degree or equivalent work experience; graduate degree or equivalent work experience preferred
  • Experience working in the public health field
  • Exposure to the trends and needs of people with intellectual/developmental disabilities a plus
  • Demonstrated capacity to take initiative and execute strategies, including the ability to define program objectives, evaluate progress, and manage projects through a complete lifecycle 
  • Clear and concise writing, verbal, and presentation skills with the flexibility to adapt to a range of audiences
  • Ability to maintain the highest levels of integrity, ethics, sound judgment, and confidentiality
  • Working knowledge in Microsoft Office 365 environment 
  • Ability to analyze complex organizational and community conditions to identify grant opportunities, emerging issues and new needs and challenges

WORK ENVIRONMENT 

  • This position is based in Chicago, in-office work is informed by CDC guidance and internal COVID-19 protocols; staff are currently working on site 2 days per week; it is anticipated that staff will move to 3 days per week on site in June
  • All Coleman employees are expected to be fully vaccinated (primer and boosters) against COVID-19 or submit weekly tests to the CEO 
  • The in-office work environment is accessible; primarily business casual; some work at off-site locations may be required, and those sites may not be fully accessible
  • This role routinely uses standard office equipment. While performing the duties of this job, the employee is regularly required to talk, hear, and read a computer monitor.

Summary:

Grounded in 130 years working to advance social justice, Heartland Alliance informs public policy decisions and advances solutions to improve opportunities and quality of life for people experiencing inequity, living in poverty, and facing danger. Heartland Alliance’s IMPACT Division engages in research on social issues and solutionsprogram innovation, policy and systems change, and field building nationwide. The division is home to the Social IMPACT Research Center , Heartland Alliance’s Policy Advocacy team, and Heartland Alliance’s Innovation and Practices team .

The Social IMPACT Research Center conducts applied research for nonprofits, foundations, advocacy groups, governments, coalitions, and the media to help them measure, inform, and grow their social impact. IMPACT also regularly reports on key poverty trends to equip decision makers with sound data to inform public policy. Being embedded into Heartland Alliance, a leading anti-poverty organization doing direct service work with a systems-change orientation, gives IMPACT a unique approach and values that differentiate us from many other research groups: We intentionally conduct applied research, meaning that the first and most central priority of all our studies is to elucidate practical learnings for the program or effort under study. Essential Duties and Responsibilities:

Research Design & Project Management

  • Serves as lead project manager on multiple projects with competing deadlines.

Under direction, the position will provide urban design expertise to the Department of Planning and Development (DPD) and the Chicago Planning Commission (CPC) in the review of development proposals and the development of neighborhood plans, and perform related duties as required.

ESSENTIAL DUTIES

·     Conducts urban design plans, zoning, and land use studies including data research, conditions analysis, and making recommendations

·     Develops planning policy, design criteria, and design guidelines in coordination with agency staff and other City agencies

·     Serves as a liaison and department representative on urban design related matters with other City agencies, consultants, the general public, and developers

·     Leads and coordinates the design review of development projects with a focus on zoning analysis, site design, massing, architectural and landscape design

·     Participates in the departments’ internal design review committee and serves as a liaison for external review committees, such as the Chicago Plan Commission and the Committee on Design

·     Implements the department’s urban design policies, principles, and best practices

·     Clearly communicates verbally, graphically, and in written form the department’s city-wide land use and urban design policies as it relates to specific projects or plans

·     Prepares technical and illustrative drawings, physical, and digital models

·     Organizes and prepares graphic and written materials to be presented to the Chicago Plan Commission, Committee on Design, department staff, elected officials, public agencies, and the general public

About the Edgewater Chamber of Commerce

The mission of the Edgewater Chamber of Commerce is to create and support a thriving business environment, contributing to a vibrant Edgewater community. We organize and present marketing, education, networking, and advocacy programs to increase commercial activity and strengthen existing businesses and Chamber members in the Edgewater community. Founded in 1984, the Edgewater Chamber of Commerce is a 501(c)(6) nonprofit organization and the Edgewater Development Corporation, a 501(c)(3) nonprofit supporting organization, serving the Edgewater business community.


Summary of Position

The Economic Development Manager is responsible for building strong relationships with businesses, property owners, external partners, agencies, community organizations, government officials, and other interested parties to attract and retain businesses in Edgewater. The position will manage programs that beautify the streetscape, promote the area, and improve the overall vibrancy of the commercial districts in the community. Overseeing the delivery of the Special Service Area (SSA) business plan, the position will execute contracts and agreements with vendors for services provided within the SSA. Ensuring compliance with the policies and procedures of the SSA and City of Chicago's Department of Planning and Development, they will prepare necessary documents, policies, and programs for SSA Commission approval. 


Essential Duties and Responsibilities

Managing business attraction and retention strategies, including:

  • Promoting the Edgewater community throughout Chicago

  • Identifying and engaging with prospective businesses and helping them to secure space in Edgewater through connections with brokers, landlords, and developers

  • Maintaining a current database of existing businesses and available spaces in Edgewater

  • Working with landlords in renting storefronts; providing information and encouragement to prospective business owners and investors 

  • Marketing Edgewater’s commercial corridors to fill vacant storefronts

  • Visiting newly opened businesses and maintaining strong relationships with business owners to ensure business retention in Edgewater

  • Participating in events that promote Edgewater as a business-friendly area 

  • Staffing and managing Edgewater’s Economic Development and Planning Committee and their work plan

  • Designing and implementing programs that bring awareness to the Edgewater community as a tool for economic development and business attraction

  • Managing the Edgewater Development Corporation Neighborhood Business Development Center (NBDC) grant program and work plan

  • Completing monthly deliverables and other duties and responsibilities as needed and/or assigned

  • Overseeing neighborhood planning along the commercial corridors in Edgewater including coordinating with consultants to spearhead plans



Overseeing management of SSA #26:

  • Leading SSA Commission meetings

  • Managing relationships with SSA commissioners, ensuring that the SSA is in program compliance with the City of Chicago and that SSA commissions operate in sync with Edgewater’s mission and goals

  • Recruiting new SSA commissioners as needed

  • Managing and implementing projects & services approved by the SSA commissioners

  • Developing an annual budget and workplan with commissioners for submission to the City; reviewing financials and audits; assisting Commissioners in drafting and adhering to bylaws; acting as a liaison among the SSA Commissions, City agencies, the Chamber and taxpaying constituents

  • Managing programs and services for the SSA, such as: landscaping, holiday decorations, snow removal, trash removal, litter removal, tree maintenance, installation of wayfinding signage, installation of public art, installation of bike racks, and more as needed

  • Managing special projects, such as demographic and marketing studies, as needed

  • Help manage the Elevate Devon Corridor Plan project, in partnership with the Rogers Park Business Alliance and Loyola University

  • Representing Edgewater at small business expos, and other events as needed

  • Making recommendations for improvements to organizational systems and implementing changes and modifications to current systems, as needed

  • Building relationships in a mission-based environment that lead to support for the organization and its programs

  • Completing monthly reports and any other required deliverables for the SSA program
