Our client, the Air Force Civil Engineer Center (AFCEC), is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The unit conducts its operations at more than 75 locations worldwide.

We are seeking qualified individuals to work on site at the AFCEC headquarters in San Antonio to provide urban and regional planning assistance in support of the Air Force Encroachment Management program.

Responsibilities:
  • Monitor and report on regulatory and statutory issues
  • Provide technical support to client staff on a variety of planning areas such as comprehensive planning, land use planning, land use controls, public policy
  • Assist in the development of policy and educational materials
  • Develop briefings and informative documents
  • Support internal and external communications and provide stakeholder engagement
Qualifications:
  • Bachelor’s Degree in Urban Planning or related field such as Engineering, Architecture, Public Administration, Environmental Science, Regional Planning, Engineering, Geophysics or Political Science will also be considered.
  • Minimum 4 to 6 years of related experience with the military or DoD is preferred
  • Strong communication skills both oral & written
  • American Institute of Certified Planners (AICP) certification is desired
  • Must be a U.S. citizen and be able to clear a NACI background check
  • Some minimum overnight may be required

Job Functions
  • Performs and manages complex and sensitive professional planning projects, research and analysis
  • Monitors and ensures compliance with federal regulations (i.e. Unified Facility Criteria, State Historic Preservation Office, National Environmental Protection Agency)
  • Oversees specialized planning functions such as large-scale new development proposals and environmental studies
  • Advises the Planning Supervisor on all planning-related matters
  • Prepares reports on operations and activities, recommending improvements and modifications
  • Participates in budget preparation and administration
  • Compiles information outlining customer requirements, existing conditions, impacts to mission to justify requirement for construction or repair of facilities
  • Perform economic analysis on various alternative courses of action to achieve cost effective solutions
  • Generates project documentation
Qualifications
  • US Citizen
  • Bachelor's Degree in Planning, Engineering/Architecture, or related field
  • 5 years of experience in Planning
  • Ability to pass a background check

Preferred Knowledge
  • Thorough knowledge of urban planning and development and federal government policies and procedures
  • Research methods and statistical principles related to population growth and development
  • Methods and techniques of effective technical report preparation and presentation
  • Pertinent federal codes and regulations
  • Budgeting procedures and techniques
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, GIS, AutoCAD

  • Innovative, detail-oriented, experienced in highly visible projects
  • Capable of managing multiple high-priority assignments
  • Strong interpersonal skills to develop good working relationships at various levels
  • Strong analytical skills to interpret research data for reports and apply mathematical techniques in practical situations

Salary Range
$50,000-70,000
