Community Service Officer (Police Department)

STARTING PAY RATE:  $24.40 - $27.28 per hour based on a 40-hour workweek.  Salary dependent on qualifications.  The salary range for this position is $24.40 - $35.91.  This position is represented by a union; you may refer to the AFSCME collective bargaining agreement available on our website.

JOB SUMMARY:

This position is responsible for enforcement of all animal related ordinances, local parking ordinances, and the performance of police related tasks which do not involve criminal enforcement. Work may involve an element of danger and may place the employee in situations that demand strength and endurance.  The employee must be able to exercise sound independent judgment and composure while dealing with the public.  Assignments may include work on tasks which require specialized abilities and knowledge.  Work assignments are general and specific instructions are received from a supervisor who reviews work methods and results through reports, personal inspections, and discussion. Work may involve duties at the front desk to serve as the first point of contact with a citizen/customer. This position requires a working knowledge of all department functions and outside resources. 

 

To succeed in this role, applicants will need to effectively and clearly communicate to a full range of people inside and outside the organization.  We are looking to add a team member capable of remaining calm and professional under pressure and have the capacity to understand and be sensitive to the feelings of others.  The ideal candidate will have the ability to prioritize requests and responsibilities effectively.

 

JOB DUTIES:

1.    Documents traffic crashes, informational reports, and non-violent criminal offenses for possible follow-up investigations.  Conducts initial investigation of cruelty to animals or other animal ordinance violations.  Maintains an animal impound file and attempts to reunite lost animals with their owners. 
2.    Monitors police radio and responds to requests from police officers. 
3.    Assigns, collects, and maintains logs of equipment issued to police. 
4.    Enforces applicable Village ordinances.
5.    Performs the duties of Child Passenger Safety Technician as certified. 
6.    Provides training and assistance to fellow employees as outlined by the Community Service Officer Training Policy.
7.    Utilizes technology, including the Real-Time Information Center, to assist with calls for service and pro-actively monitors these system for criminal or suspicious activity when assigned or time permits. 
8.    Appears and testifies in court.
9.    Performs other duties as assigned.

 

Front Desk Assignment
1.    Attends to the front desk at the police department building; answers inquiries, communicates via radio, completes reports, provides information and assistance, and conducts train pass transactions.  Monitors entry and exit of visitors and workers, as well as alarms and security cameras.
2.    Assists officers with a variety of functions including but not limited to bond-out paperwork, bond exchanges, Administrative Tow procedures, outside contacts, coordinating responses (such as towing companies, board up services, taxi transportation, and other village departments and services), conducting searches through LEADS and other databases, utilizing available technology to assist officers with calls for service and follow-up investigation.
3.    Prepares and disseminates Village Notification pages/e-mails.
4.    Assigns and checks-in officers’ equipment at shift change and for details. 
5.    Assists with vehicle repossessions, relocations, and vehicle tow releases.
6.    Provides relief of duties associated with Call-Back Officers and/or Customer Service Center Representatives, as needed.
7.    Registers sex offenders and responsible for warrant procedures.


Street Assignment
1.    Responds to animal related calls for service, as assigned. This may include confiscating, chasing, capturing, rendering aid to and/or securing a wild or domesticated animal. It may include transport and release to the owner or admittance to an animal hospital. This position will conduct an initial investigation of cruelty or other animal complaints and document accordingly. 
2.    Observes and takes appropriate actions regarding safety hazards, stray animals, parking violations, and other ordinance violations.
3.    Reports any criminal activity.
4.    Performs traffic direction duties as needed.
5.    Responds to private property damage crashes, disabled vehicle, vehicle lockouts, abandoned auto and lost property calls, and documents accordingly.  Requires knowledge of State law and the abandoned auto and towed auto procedures.  
6.    Responds to patrol officer’s request to assist with transporting persons including children, in cases which installation of a child safety seat is required.
7.    Installs and removes vehicle immobilization devices (Denver Boots) and completes the necessary paperwork.  
8.    Patrols a designated area either on foot or in an assigned vehicle.
9.    Maintains vehicle and equipment.  Assists patrol supervisor in transporting and picking up squad cars from the Engineering and Public Works department.

SCHEDULE:
The position involves regular and irregular shift work, shift and day off rotations necessary to provide police services 24 hours/day, 7 days/week, and 52 weeks/year (weekends and holidays included).  Work shifts are normally 8 hours in duration, but may be extended in the event of emergency, disaster, personnel shortage, workload, or work-in-progress.


QUALIFICATIONS:
1.    Education equivalent to a high school diploma.
2.    A minimum of one year of customer service experience.
3.    Possession of a valid driver's license.
4.    CPR certification preferred or ability to obtain within 6 months from date of hire.
5.    Proficiency with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or within the first six months of employment.
