Zoning Land Planner - Cook County

Who: Cook County

What: At the direction of the Secretary of the Zoning Board of Appeals, coordinate petitions for zoning relief. Answer inquiries from members of the public, local governmental units, and elected officials on zoning related matters. Facilitate regular meetings of the Zoning Board of Appeals. Maintain a database of zoning records and maps. Review petitions for accuracy based on current ordinances, standards, and regulations. Provide regular assessments of zoning regulations to ensure consistency with current practices in the field. Performs other duties as assigned.



Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in Urban Planning or a related field of study is required (Must provide proof at time of interview). Two (2) year full-time work experience in the field of Urban Planning or Geographic Information Systems (GIS) is required.

Preferred Qualifications

Possession of a Geographic Information System Professional (GISP) certification. (Must provide proof at time of interview)

*Degrees awarded outside of the United States with the exception of those awarded in one of the United States’ territories and Canada must be credentialed by an approved U.S. credential evaluation service belonging to the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE). Original credentialing documents must be presented at time of interview.

Knowledge, Skills, Abilities, and other Characteristics

Knowledge of land use principles, including an understanding of Euclidean, Performance, Incentive, and Form-Based zoning regulations. Knowledge of variances, special-uses, planned unit developments, and map amendments. Knowledge of the Illinois Open Meetings Act (OMA), the Illinois Freedom of Information Act (FOIA), and the Illinois Records Act. Technical Skills – ArcGIS, Skills in Microsoft Office, Skills in Adobe Acrobat, Skills in MS Excel. Ability to write in a concise and grammatically correct manner. Ability to communicate verbally in an effective manner. Ability to ascertain compliance with laws, ordinances, and regulations. Ability to prepare and maintain timely and accurate records. Ability to exercise sound and independent judgment within policy guidelines. Ability to research, prepare, and analyze technical reports. Ability to collect data, establish facts, and draw valid conclusions. Ability to analyze and interpret technical procedures and professional reports. Ability to read and interpret maps, plats of survey, site plans, and architectural drawings. Aptitude establishing and maintaining positive community relations as well as interacting effectively with the public; employees; Zoning Board of Appeals (ZBA) members and staff; various public officials; and organizations.
