Who: The Village of Orland Park, a dynamic, progressive, growing community seeks an Assistant Village Manager to assist the Village Manager in providing leadership in the day-to-day operations of the Village.
The Village Orland Park is a premier community located 30 miles southwest of Chicago’s Loop with a residential population of nearly 60,000, and is the commercial and retail hub of the Chicago south suburban region. Orland Park continues its wave of growth and prosperity from a historic, rural community to a dynamic corporate and commercial center. What: The Assistant Village Manager will serve as Acting Village Manager in the absence of Village Manager. In addition this position will provide high level staff support to the Village Manager, perform research, draft correspondence, and manage programs as assigned. This position will respond to complex citizen inquires as needed and coordinate department actions/responses. Oversees issues, projects and programs, requiring inter departmental cooperation or high-level response to residents or community groups.
The Assistant Village Manager will serve as a primary member of the management labor team responsible for negotiation and administration of collective bargaining agreements involving Village employees. This position will also provide administrative oversight to the Public Information Office, and serve as the Village’s Public Information Officer (PIO) when needed. This position will also serve as a member of the management budget team responsible for review of all departmental budget requests and make recommendations to Village Manager for presentation to Mayor and Board of Trustees. Position requires frequent interaction with the Mayor, Village Clerk, Board of Trustees, and employees at all levels.
The Assistant Village Manager must demonstrate village values of integrity, communication, teamwork, professionalism, and quality of life. A commitment to the principles, practices and implementation of HPO concepts are also key components of the position.
Qualifications: This position requires a Bachelor’s degree in political science, public administration, planning, finance or related field. Master’s degree in public administration preferred. A minimum of five (5) years of progressive municipal management experience; preferably in growing community similar to Orland Park with knowledge of and/or experience in public information, development, human resources, finance/budgeting, recreation, information systems, and public works is needed. A Master's degree and/or ICMA Credential Manager designation is highly desired.
Knowledge and Skills: Strong project planning and tracking, budgeting, fiscal management, solid judgment, supportive and motivating leadership style, and participatory management approach are additional qualities that will make for a successful Assistant Village Manager. Must be able to manage a multi-faceted workload while meeting multiple deadlines and directives. The position requires the ability to work hours beyond normal workday including nights and weekends for meeting or emergencies.
The salary for this position is in the +/-$125,000 range depending on qualifications. The Village of Orland Park offers a comprehensive employee benefits program which includes an HSA, PPO and HMO offered through Blue Cross, Blue Shield of Illinois, dental, vision, life insurance, and an employee wellness program. Retirement programs through the Illinois Municipal Retirement Fund (IMRF), Nationwide Insurance, ICMA, and Hartford Insurance are also available.
