What: Ensures effective management of the development review process, including coordination between other departments, as projects progress from the planning phase through construction. Develops recommendations for short and long range plans for the growth and development of the community’s land, facilities and services. Coordinates projects such as those identified in the Comprehensive Plan, Strategic Plan, and region-wide planning documents, to ensure effective implementation. Develops recommendations for land use controls, such as zoning regulations, to promote the rational and orderly development of the community as envisioned in the Village’s Comprehensive Plan and other planning documents. Major duties include:
- Maintain thorough knowledge of the relevant planning documents, such as the Comprehensive Plan, Strategic Plan, Capital Improvement Plan, and region-wide plans. Develop recommendations to amend the plans as needed to promote the rational and orderly development of the Village.
- Maintain thorough knowledge of the Zoning Code, Subdivision Code
- Provide oversight of the development review process, ensuring continuity from initial planning through land use approval and construction.
- Participate in the land use review process as needed, including zoning review, consultation on prospective developments, report preparation, construction document review, and field inspections to verify that projects are constructed in accordance with the approved plans (i.e., site plan, landscaping, and building elevations).
- Provide information and recommendations on land use and other development matters to the Village administration, the Village Board, and Plan Commission. Provide technical assistance and present reports and recommendations at public meetings as needed.
- Supervise personnel within the Planning Division, including involvement in recruitment and selection, training and professional development, performance evaluation, and discipline. Make recommendations on hiring, discharging, disciplining, transferring, suspending, promoting or adjusting grievances.
- Maintain familiarity with the other processes managed by the Community Development Department, such as building permit review, construction inspection oversight, and code enforcement.
- Assist the Director of Community Development in providing professional and operational oversight of Community Development functions as needed and directed. Function in the capacity of the Director of Community Development Department in the absence of the Director.
- Coordinate special projects in conjunction with planning and economic development functions of the Village of Wheeling. Includes projects listed in the Strategic Plan, transportation planning initiatives, assistance developing and administering Redevelopment Agreements, coordination between private development projects and capital projects, and management of Village owned-property and associated databases. Includes coordination with outside agencies as needed.
- Coordinate and/or act as the liaison for Village functions, projects and programs which involve the preparation of forecasts and outcomes. These projects include, but are not limited to, capital improvement programs, crime prevention programs, housing programs, updating of Village codes, economic development and renewal programs, parks and recreation planning, development of data base for licensing and planning information systems, etc.
- Participate in the consultant recruitment process and consultant management for planning initiatives and special projects.
- Pursue available grant and funding programs, prepare applications, and administer resulting programs.
- Perform other duties as assigned.
Qualifications:
- Graduation from an accredited four (4) year college or university required. Bachelor’s degree in urban planning, geography, architecture or a related field. Master’s degree from an accredited college or university in a field relating to the duties and responsibilities set forth herein desirable.
- Must possess a valid State of Illinois driver’s license.
- A minimum of five (5) years of planning experience in either the public or private sector, including a minimum of two (2) years of supervisory experience; or any equivalent combination of relevant education and experience sufficient to successfully perform the essential duties of the job such as those set forth above.

- Knowledge and experience in computer systems, preferably Microsoft Office.
- Ability to establish and maintain effective working relationships with other Village departments and divisions, elected and appointed officials, the general public, developers, design/construction professionals, and other government agencies.
