Who: The
Illinois Sentencing Policy Advisory Council is a statutorily created council of
criminal justice stakeholders that reports to the Governor, the General
Assembly, and the Judiciary. The Council
is mandated to provide analysis of the fiscal impact of sentencing proposals on
units of state and local government and to support through data analysis the
implementation of evidence-based practices in the corrections arena.
What: Research Analyst - Independently
complete confidential and public research projects for the Executive Director;
prepare memos, summaries and presentations to support the policy analysis mission
of the Council; obtain, analyze and maintain cost data for public safety
cost-benefit analysis; participate in developing and implementing research
policies and procedures for SPAC as a whole and as appropriate for individual
research projects; and participate in developing sentencing policies to improve
system outcomes.
Utilize
confidential and public data from state and local jurisdictions, as requested
by SPAC, to support research and analysis of Illinois sentencing policies and
outcomes; review complex research publications on program effectiveness, social
science and criminology, economic theories and statistical analysis methods
applicable to criminal justice policies and outcomes.
Actively
participate in the preparation and presentations of special reports to SPAC
members at SPAC meetings and outside organizations as appropriate.
Additional
duties reasonably within the scope of the duties enumerated above may be
assigned at the discretion of the Executive Director or Research Director.
Qualifications: Completion
of an undergraduate or advanced degree from an accredited university; a working
knowledge of Structured Query Language (SQL) and/or Statistical Package for the
Social Sciences (SPSS) software systems; coursework in statistical analysis and
research methods. Requires ability to
present complex information in a clear, concise manner; excellent oral and
written communication skills; prefer equivalent of at least one year’s
experience working with large data sets from diverse sources. Prefer ability to think creatively about
applying research and data analysis to public policy development.
