POSITION SUMMARY

The Program Associate (PA) is part of our diverse team dedicated to supporting equitable care and outcomes for pregnant and birthing people, infants, young children, and families; and working with partners to advance community-driven solutions, build movements and power for systemic change, address racial, gender, and economic disparities, and cultivate and support BIPOC leadership in the fields in which we work. Reporting to the Program Director (PD), Early Childhood (EC), and in partnership with the Program Director, Reproductive Health and Justice (RHJ), the PA works to advance the vision, goals, and objectives of the EC and RHJ Program areas. The PA will work closely with the EC and RHJ Program teams to implement an array of grantmaking, capacity building, grants management, technical assistance, evaluation, communications and funder and stakeholder organizing efforts, while supporting and fostering key relationships within the Foundation and with our external field and foundation partners. In particular, the PA will assist with grantmaking, provide administrative support; including scheduling, data entry, and notetaking; conduct research, and support internal program team meetings and external partner tables that the Foundation leads. The PA will provide support to the overall EC and RHJ Program areas and help support collaboration and shared work across the EC, RHJ, Infant and Early Childhood IECMH, and JV Program areas. Finally, the PA works collaboratively with the full program team, staff, and Board to advance an intersectional approach across our work and deliver on the goals and objectives of the Foundation.

PRIMARY RESPONSIBILITIES

Support Strategic Grantmaking

  • Support EC and RHJ Program Directors in the grant review process including reviewing grant materials to ensure application submission is complete, following up with grant partners for missing information, scheduling and conducting notetaking for grant review meetings/calls, reporting calls, and organizational check ins, conducting data entry and filing grant partner materials into grants management system, SmartSimple
  • Manage scheduling and calendar maintenance for EC and RHJ Program Directors, including coordinating calls, meetings, and travel
  • Primarily work with EC and RHJ Program teams to prepare grant communications on grant renewals and new grants
  • Engage with organizations through meetings/calls to conduct due diligence, gather additional information, and cultivate relationships
  • Provide administrative support to EC and RHJ Program teams when conducting landscape and/or field analyses to develop strategies to inform and advance new and ongoing grantmaking as appropriate.
  • Support Program Directors with planning for Program Team meetings, virtual and in person retreats, workplan review meetings, and individual EC and RHJ program team meetings.
  • Support, maintain and contribute to the development of strong, efficient administrative systems and practices to improve the work
  • Manage the updating of grantmaking calendar and project management tools to ensure the EC, RHJ and JV Program teams meet key deadlines throughout the year.

Assist with Field Leadership and Special Initiatives

  • Assist with field leadership efforts including scheduling meetings and conducting notetaking during meetings related to the Illinois Early Childhood Funders table and the Reproductive Health and Reproductive Justice Funder table
  • Develop and cultivate relationships with foundation colleagues in the field in the fields in which we work
  • Represent the Foundation at funder convenings, committees/workgroup meetings, conferences, and other events
  • Provide support to the EC and RHJ Program teams on the development of special initiatives and projects
  • Provide administrative support to EC and RHJ Program teams for funder organizing needs and activities, including providing logistics and planning support for meetings, events, briefings, webinars, etc.

Research, Evaluation and Learning

  • Support EC and RHJ Program teams on tracking developments in the fields in which the Foundation works – including policies, best practices, model programs, advocacy and organizing campaigns, trends in funding, and movement needs.
    • Conduct research and literature reviews, prepare summaries and analyses, and synthesize trends and opportunities in the fields in which the Foundation works
    • Supports the Program Directors and Program Officers to advance collaborative work across the Foundation’s program areas of EC, RHJ, IEMHC, and JV
    • Support the Program team’s ability to evaluate its work through grant partner surveys or other tools, following up with grant partners, analyzing survey results, and managing contact lists
    • Collaborate with other members of the Foundation team to support internal project priorities

  • Deepen own learning and knowledge and professional growth in the field through conferences, meetings, webinars, etc.
  • Engage in professional development and continuous learning including involvement in funder networks and other field building/professional development opportunities that will enhance leadership development
  • Plan, coordinate and/or participate in Program team projects as needed.

Reporting and Communications

  • Support the Program Team’s efforts to track and communicate the Foundation’s work, investments, and impact across different strategies internally and externally
  • Assist Program Team with materials in preparation for Board meetings
  • Work with Program Team to help develop visual materials that highlight the Foundation’s initiatives, field leadership, and grantees for internal use and for external use (including website, meetings/conferences, or other events) as needed

Overall Foundation Effectiveness

  • Work across the Foundation’s program areas and the Foundation overall to help advance the vision, mission, internal and external goals, and overall effectiveness of the organization
  • Support updates and revisions to grantmaking processes as we continue to advance our commitments to Trust Based Philanthropic practices
  • Participate in full team and relevant Program team meetings
  • Perform administrative and other tasks developed by Program team to support the Foundation’s vision and mission

Program Officer - Steans Family Foundation

Who: Steans Family Foundation

What: The Steans Family Foundation (SFF) seeks a full-time Program Officer to work with community partners and leaders, public officials, residents, funders and other stakeholders to create, implement and document community-led strategic efforts and further SFF’s policy goals.

Specifically, the Program Officer has responsibility for working with the team to implement programmatic strategy focused on workforce development, violence prevention, and capacity building in North Lawndale.  This position is also responsible for investment strategies and public policy and/or systems change initiatives that drive social change in alignment with strategy.

About the Foundation

The Steans Family Foundation was launched in 1986 to significantly improve the life outcomes of children whose parents do not earn a living wage. The Foundation’s first philanthropic investment was to a class of sixth graders through the “I Have A Dream Program”. SFF provided holistic support to ensure students successfully matriculated to high school, enrolled in college and graduated, or successfully entered the world of work. In 1996, SFF began to focus on the revitalization of vulnerable communities and made a strategic decision to concentrate its grantmaking in North Lawndale, located on the west side of Chicago. In 2016, the SFF expanded its reach to North Chicago, an urban community located north of Chicago in Lake County.  The Steans Family Foundation recognizes that effective neighborhood revitalization efforts must come from and be sustained by community leaders and uses this guiding principle to build capacity in partnering with communities.

About North Lawndale

Bounded by Western, Cermak, Cicero and the Eisenhower Expressway, North Lawndale is in the 24th Aldermanic Ward on the city’s west side.  In addition to its rich cultural history, North Lawndale boasts significant physical assets and a vibrant array of human and institutional resources. At the same time, the neighborhood faces a familiar range of urban challenges, including high poverty, crime and unemployment rates. The combination of high-unmet need and local strength makes North Lawndale an ideal partner for the Steans Family Foundation.

Responsibilities

  • In conjunction with residents and CBO leaders and other stakeholders, develop policy recommendations a safe and peaceful community.
  • Provide strategic guidance, hands-on support and technical assistance to community partners (grantees) resulting in action plans, clear implementation steps/responsibilities, and measureable outcomes.
  • Identify and cultivate funding opportunities to advance systemic reforms in the areas of police and criminal justice reform and community development.
  • Develop deep relationships, partnerships and alliances with municipal officials, community leaders, residents, foundations, consultants and other stakeholders to develop plans, support their implementation and inform policy that best supports community efforts.
  • Provide support and direct technical assistance as needed to community partners in the areas of strategic planning, board development, financial management, fiscal management, human resources, program and operational development and other aspects of capacity building as needed.
  • Assist in the coordination and development of scope of services and selection process for consultants to community partners and collective impact hubs and supervise their work.
  • Regularly update SFF team on planning and implementation progress and align/broker connections where possible.
  • Work with SFF team to develop and monitor reporting systems on the project/program status of each grantee for internal and external use.
  • Track national and local trends, research and best practices that impact and inform SFF’s strategic direction as well advance the knowledge and practices of community partners.
  • Prepare and monitor annual program plans and budgets and communicate status of work and outcomes achieved to trustees, community partners and other stakeholders on a regular basis.
  • Solicit and review proposals and letters of inquiry, arrange and manage site visits, prepare proposals for board review, and present written and verbal recommendations to the trustees; monitor program evaluation procedures for initiatives; assist in the preparation of grant agreement and decline letters and work to communicate clearly with successful grantees as well as organizations that do not receive support from the Foundation.
  • Work with community partners to facilitate communication and information sharing and support the development of affinity groups or other appropriate collaborative structures to guide the Foundation’s programmatic efforts where possible.
  • Work in conjunction with the Executive Director to ensure the effective and efficient operations of the foundation, including the strategic refinement of the grant making process and limited aspects of financial management.
  • Represent SFF as a thought leader and subject matter expert at convenings, strategic discussions, or other tables as requested.
  • Represent SFF at community and local events on a regular basis.
  • Assist with special projects and other duties as assigned.

Qualifications

  • Expert in violence prevention/intervention strategies that have yielded results in the context of a comprehensive/holistic program.
  • Knowledge of other issue areas – including community development, workforce development, criminal justice – from both a programmatic and systems-level perspective, is strongly preferred.
  • Demonstrated flexible, multidisciplinary thinking required to address the broad social and economic forces that impact communities.
  • Experience in public policy development, community organizing, or related field preferred.
  • Passionate belief in the Steans Family Foundation mission to respectfully collaborate with vulnerable communities and improve the quality of life for its residents.
  • Familiarity with Chicago area. Working knowledge of the economic, political, and social environments of Chicago, especially vulnerable neighborhoods, community based organizations, and community development efforts.
  • Proven ability to achieve measurable, meaningful results.
  • Creative ability to develop project and program ideas as needed and capitalize on emerging opportunities and leverage resources to support them.
  • Project management and excellent written/oral communication skills for both formal and informal settings.
  • Demonstrated ability to manage multiple, complex transactions at various stages and coordinate with multiple internal and external parties to meet approval and closing deadlines.
  • Ability and predisposition to contribute to intellectual give and take.
  • Ability to initiate, foster and leverage contacts and networks to achieve strong, positive outcomes.

Education and Professional Requirements

  • Bachelor’s degree required. Master’s Degree in public policy, business or public administration, law, criminal justice, urban planning, sociology, or similar field a plus.
  • At least 5 years of relevant experience in community development or related field.

What: Program Manager

The Foundation seeks a Program Manager to play a senior leadership role in the effective implementation of the foundation’s Prenatal-3 year old (PN-3) priorities in states and communities under the Pritzker Children’s Initiative (PCI). This effort will actively support a set of states and communities as they seek to undertake common policy and program advancements to ensure children under three are on track for later school readiness. Over the next five years, the Foundation intends to support development of model initiatives in states and communities that advance policies and programs that ensure a strong start in life, such as home visiting, quality child care for infants and toddlers, and universal connections that link families with infants and toddlers to essential and needed services. Though this Initiative, the Foundation makes catalytic investments in states, communities, promising models, and effective communicators to create a tipping point by building a national movement for prioritizing infants, toddlers, and their families for public action and investment.

The Program Manager will support national organizations, state stakeholders and leading early childhood researchers to fuel momentum for positive policy change in states and communities across the country. S/he will work with a variety of partners including national organizations supporting state strategy, state-level organizations that are planning for and guiding implementation of state strategy, , and organizations at all levels leading innovative policy and program development to expand access to high quality services for infants and toddlers. S/he will work closely with the PCI Director to link state leaders to experts and organizations engaged by the Foundation to support them, and facilitate peer-to-peer connections across selected states. Within states, the Foundation anticipates working with the public sector, foundation leaders, and non-profit policy and advocacy organizations as part of the PN-3 strategy.
