Duties and Responsibilities INVESTIGATOR II - AUDITOR
CITY COLLEGES OF CHICAGO - DISTRICT OFFICE

City Colleges of Chicago is seeking an Investigator with an audit background to work in the Office of the Inspector General (OIG). The OIG is an independent office within CCC with the authority to conduct investigations regarding waste, fraud, and misconduct to promote economy, efficiency, effectiveness, and integrity in the administration of the District's programs and operations. The Investigator III position analyzes business and audit risks related to operational processes across the District. The ideal candidate will have experience using investigative skills to perform analysis and auditing duties, preferably in a higher education or public business sector.

GENERAL RESPONSIBILITIES
  • Conducts investigations on assigned cases of complex and sensitive nature.
  • Functions as the lead investigator on large scale investigations, coordinating investigative activities and directing a team of investigators. 
  • Interviews complainants, witnesses and subjects to gather facts during investigations and audits. 
  • Leads and conducts large scale audit/reviews, implementing work plans to evaluate the effectiveness of internal controls in protecting CCC's resources, and assessing the compliance and performance of programs, operations and processes.
  • Combines accounting knowledge with investigative skills to perform financial analysis and forensic auditing duties in support of investigations involving fraud, misappropriation of assets or mismanaged funds. 
  • Gathers evidence through site visits and surveillance, leading investigators in surveillance activities and other evidence gathering activities. 
  • Prepares detailed reports on actions taken during all phases of an investigation or audit/review.
  • Uses photographic and video equipment in the conduct of surveillance work to observe criminal activities or acts of misconduct. 
  • Maintains database of case records and reports on the status of assigned cases.
Qualifications 
  • A Bachelor’s degree from an accredited college or university in Business Administration or Public Administration, Accounting or Finance 
  • Two to three years of work experience in performing fact finding analysis and investigative research and reporting, as well as experience conducting financial and operational audits.
  • Designation as a Certified Inspector General (CIG), Certified Inspector General Investigator (CIGI), a Certified Inspector General Auditor (CIGA), Certified Fraud Specialist (CFS), or comparable certification is highly desirable 
  • Knowledge of applicable federal, state and municipal laws and regulations regarding fraud and criminal and civil violations 
  • Knowledge of GAAP 
  • A valid State of Illinois driver’s license

The Tollway Engineering Department is ISO Certified. As a part of this certification, the Engineering Department conducts audits to ensure that the processes and procedures are followed. This position's key responsibility is to audit implementation of the Engineering Departments policies, procedures and guidelines used to execute their capital improvement programs. This position is involved in the systematic and independent auditing of processes controlling all aspects of program management, project development, procurement and implementation in order to identify continuous improvement opportunities.

EXAMPLES OF ESSENTIAL DUTIES:
The Quality Auditor reports directly to the Quality Manager who reports to the Deputy Chief of Program Implementation, who is a direct report to the Chief Engineer. The Quality Auditor will work in close coordination with the Engineering Department's Assistant Project Managers, Project Managers, Senior Project Engineers/Managers, and the Executive Engineers/Managers; the Quality Manager; the other Deputy Chiefs of Engineering; the General Manager of Engineering; as well as the the General Engineering Consultant and the Program Management Office's staffs.

The Quality Auditor's main responsibility is to prepare for, schedule, conduct and document audits on the performance by pertinent Tollway Departments, consultants and contractors of the Engineering Department's policies, procedures, guidelines and other processes through the planning and implementation of their Capital Programs.

The work includes:
  • Planning, coordinating audits, and creating checklists based on contractual and procedural requirements.
  • Collecting objective evidence to verify compliance with the contract and procedural requirements.
  • Documenting observations, non-compliances, corrective/preventive actions and opportunities for improvement.
  • Coordination with counterpart(s) regarding audit findings.
  • Working with Quality team to develop recommendations related to process, procedures, roles and responsibilities that increase efficiency and effectiveness.
  • Analyzing and summarizing verification program data, organizing it, and presenting it in a format that is useful to project stakeholders.
  • Assisting in developing training materials and in the training and educating of the team.
  • Attending meetings and briefings; providing other advice and assistance.

The Illinois Tollway's Engineering Department has numerous processes used to plan, monitor, and report on the progress of the design and construction projects that comprise the Capital Programs. The incumbent must be familiar with the typical life cycle of engineering and construction projects, the industry standards and Tollway specific processes used to manage the projects, quality auditing principles and the pertinent Tollway and Illinois Department of Transportation specifications.

TYPICAL QUALIFICATIONS:
A Bachelor's degree with a major in Engineering, Construction Management or Business Administration is required. A minimum of 2 years experience in quality or construction related activities is required. Excellent oral and written communications, interpersonal and organization skills are required. Ability to compile, analyze and synthesize data, summarize information, and create clear, concise, relevant and professional reports is required. Strong computer skills including the ability to use Microsoft Word, Excel and Access for data analysis are required.Working knowledge of design and construction project management is desired.

Must be comfortable working in both an office and field setting.

Must be able to handle potentially confrontational situations.

SUPPLEMENTAL INFORMATION
:
1. Develop an understanding of the existing engineering processes, policies and procedures.
2. Develop an understanding of all participants and their various roles and responsibilities within the engineering processes, policies and procedures.
3. Develop a list of processes to be audited and an audit schedule. Schedule all necessary quality audits with the auditees.
4. Prepare audit checklists to be used in the execution of the quality audits.
5. Conduct quality audits.
6. Prepare audit reports on all audits conducted.
7. Responsible to track and report on audit findings to senior Engineering Department management.
8. Responsible to identify corrective/preventive action(s) of design or construction process
9. Responsible to identify opportunities for improvement of design or construction process
10. Recommend any improvements or changes to the engineering processes, policies and procedures based on the results from the quality audits.
11. Responsible to identify, track and closeout non-conformances.
12. Responsible to develop monthly written report summarizing the status of compliance.
13. Other related duties as assigned.
