Manager, Grant Applications, Metra

Salary Range:
 $72,658.00 - $108,987.00

Description

 

Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Grant Management is divided into four sections: Development, Administration, Reimbursement and Accounting. Grant Development coordinates program-level information for each project and submits applications for capital, operating and demonstration grants to appropriate funding agencies. Grant Administration tracks approved grant contracts, provides financial oversight and reports project progress to the funding agencies. Grant Reimbursement requests reimbursements from funding agencies for capital expenditures, closes out capital project grants and provides information for audits and funding agency reviews. Grant Accounting develops and maintains records and reports related to fixed assets, depreciation, funding agency equity and capital grant receivables, and reconciles reimbursements with capital expenditures, fixed assets and other general ledger accounts.

Reporting to the Director, Grant Administration, the Manager, Grant Applications will directly supervise the Grant Development team responsible for the preparation and submission of  local, state, and federal grant applications; manage the review and editing of grant agreements and amendments, preparation of progress and statistical reports; and ensure compliance with all agency and government rules, regulations, and standards related to grant awards for transit agencies.

The Primary Duties include: 

  • Manage an assigned team of analysts responsible for identifying program needs; researching, collaborating, preparing, and submitting the agency's grant applications for state and federal funds; balance workload needs with available resources to support capital projects. 
  • Contribute to the development and implementation of departmental policies, procedures, guidance documents, and planning efforts; participate in funding agency reviews and audits; and prepare and respond to federal and state audit findings and requirements. 
  • Review grant applications for completeness, accuracy, and to ensure they meet award requirements; prepared correspondence, monthly, quarterly, and annual reports to funding agencies; and ensure applications are submitted to appropriate funding agencies.  
  • Evaluate documents related to the National Environmental Policy Act (NEPA) analyses and historic preservation; assure the appropriate information needed by the Federal Transportation Administration (FTA) to develop environmental findings for capital project funding is compiled and transmitted timely; and keep abreast of funding changes related to environmental requirements. 
  • Track and monitor the agency's position in funding apportionments and allocations for use in current and future grant applications; and provide ongoing interaction with, and an additional level of technical assistance to, stakeholders. 
  • Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. 
  • Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. 
  • Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Perform other related duties as assigned to meet the ongoing needs of the organization.

 

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

 

Requirements

 
  1. Must possess a Bachelor's degree in Business Administration, Finance,  Transportation Planning, Urban Planning OR in lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in grant development, administration, or implementation.
  2. In addition to #1, must have five (5) years of experience in capital program development, grant development, or federal grant administration.
  3. Must have three (3) years of supervisory experience.
  4. Knowledge of state and federal grants administration duties, practices and techniques.
  5. Knowledge of capital program, grant development, and implementation processes
  6. Knowledge of grant-related statutes and regulations (e.g. Section 106 of the National Historic Preservation Act, Title 40 CFR § 1508.1 NEPA Review Process, the FTA Circular 5010.1E Award Management Requirements and 9030.1E Urbanized Area Formula Program).
  7. Knowledge of financial accounting systems such as an enterprise resource planning (ERP) systems.
  8. Proficient in Microsoft 365 (Excel, Word, Access, PowerPoint).
  9. Excellent interpersonal skills with effective written and verbal communication skills;
  10. Ability to organize, analyze, interpret, and explain the significance of various aspects of grant application processes.
  11. Ability to think critically to solve problems, multi-task, set priorities, and meet strict deadlines to keep multiple projects on track.
  12. Ability to interpret, apply, and project possibilities and alternatives to various situations and potential services as presented by grant-related regulations.
  13. Ability to identify and resolve problems of moderate complexity and determine the impact of laws and regulations; and manage conflict.
  14. Ability to work independently and as part of a team.
  15. Ability to stand, walk, and/or sit, for extended periods of time.
  16. Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.

 

Preferences:

  1. A Master's degree.
  2. Capital program development, grant development, or federal grant administration experience in the railroad or transportation industry.

Director, Capital Programming, Local Planning & Program Management - RTA - Chicago, IL

Director, Capital Programming, Local Planning & Program Management

The Regional Transportation Authority (RTA), located in downtown Chicago, is seeking to hire a Director of Capital Programming, Local Planning & Program Management. The RTA is charged with regional financial oversight, funding, and transit planning for the Chicago Transit Authority (CTA), Metra and Pace bus and paratransit. The RTA region serves two million riders each weekday in six counties with 7,200 transit route miles throughout Northeastern Illinois. 

Under the general direction of the Sr. Deputy Executive Director, Capital Programming & Planning, the position is responsible for directing and coordinating overall operations of the Capital Programming, Local Planning and Program Management Division. This includes the development and administration of the regional five-year capital program, encompassing the capital programs of the CTA, Metra, and Pace; leads the agency’s local planning work including our Community Planning program; oversees the management of federal funds for the Enhanced Mobility of Seniors and Individuals with Disabilities Program or Section 5310 program; and supervises the agency’s administrative grant work. This management-level position is a new position at the agency created with the intent to bring capital programming, program development and implementation, and grants management under the same leadership. The position will have two direct reports and a total team of 11 staff. The successful candidate should possess highly developed information-management and people-management skills with a keen eye towards administrative excellence, efficiency improvements, innovation and collaboration both internally and with external partners. 

Responsibilities include but are not limited to the following: 
  • Direct the development and administration of a five-year capital program for the RTA and Service Boards including 1) outlining information requirements for capital project review; 2) providing guidance to the Service Boards on levels of funding available; 3) reviewing capital project selection to ensure that the region is effectively using resources to serve public transit markets and achieve a state of good repair of transit assets; 4) coordinating the capital program with the regional operating budget and financial plan to create a unified regional business plan that aligns with the region’s strategic plan; and, 5) developing summary reports and communicating information about the program and its status to a variety of audiences. 
  • Conduct ongoing monitoring and analysis of Service Board implementation of the capital program to ensure projects are advancing, programming and bond holder requirements are followed, budget revisions and amendments are prepared for Board adoption, agency record-keeping systems are kept upto-date, and grant payment and close-out processes are completed.
  • Oversee development, evolution, and coordination of the Community Planning program and management of projects that are underway.
  • Oversee activities to assist local municipalities with the implementation of Transit Oriented Development (TOD) plans and zoning modifications.
  • Oversee the administration of the Section 5310 and the Innovation, Coordination, and Enhancement (ICE) programs.
  • Oversee activities related to the pursuit, receipt, monitoring, reporting, and processing of federal and state grant funds received from the Federal Transit Administration (FTA), the Chicago Metropolitan Agency for Planning (CMAP), the Illinois Department of Transportation (IDOT), and other funding sources. 
  • Develop reports for and deliver presentations to the RTA Board of Directors, management and staff; counterparts at the Service Boards, local and regional governments and planning bodies and other public transportation related entities.
  • Manage and direct the human resources of the division, ensuring high productivity while allocating resources in a cost-efficient manner. Make sound decisions in a timely manner and resolve difficult problems with practical, forward-thinking and effective solutions. 
Knowledge, skills, and abilities equivalent to a Bachelor’s degree in related field including planning, public administration, engineering, business or related field. A Master’s degree is strongly desired, also in a related field. 

A minimum of seven (7) years of progressively responsible experience in a public or private setting with experience in project and program administration is required. Transit or transportation experience, especially specific to capital programming, funding and financing is desired. Demonstrated knowledge and experience with metropolitan transportation planning, federal regulations, and bond programs are a plus. Excellent analytical, communication, and interpersonal skills; ability to prioritize multiple tasks and projects while maintaining deadlines under pressure and managing resources; strong people skills including, supervising, coaching, mentoring, performance management, and developing teams are all necessary. Excellent computer skills including familiarity with the Microsoft Office suite, enterprise resource systems, relational databases, and other software tools, as well as keeping up-to-date technically and applying new knowledge to the job are also required.

The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications to fill the position of Senior Analyst, Capital Program.

Under the general direction of the Manager, Capital Program, the incumbent is responsible for the coordination of capital programming initiatives and for the administration of the Five-Year Capital Program and Ten Year Capital Plan. This candidate is expected to provide internal staff planning support; participate in the development of departmental objectives, policies and procedures; and develop materials for presentation to the RTA Board of Directors, management and staff. This position interacts with counterparts at the Service Boards (CTA, Metra, and Pace), and where appropriate, with local and regional governments and planning bodies, and other public transportation related entities.

Responsibilities include but are not limited to:
  • Manages the development of the Five-Year Capital Program and Ten Year Capital Plan. Oversees and manages multi-year funding projections, future funding needs, cash flows, and preparation of the annual Financial Capacity Analysis. Ensures timely preparation of Capital Program projected funding amounts. Interacts with RTA and Service Board staff, and funding agencies to ensure timely updates, revisions, amendments and technical corrections to the Service Board Capital Program and funding amounts.
  • Supports the administration of capital program grants, contracts, and project cash flows. Reviews, analyzes and provides recommendations for Service Board concurrence requests on grant agreements. Obtains funding agency concurrences as needed. 
  • Supports the State of Illinois bond programs and RTA bond programs with project development, funding coordination, grants issuance, concurrence approval, and requisition processing. Prepares quarterly project status reports for IDOT.
  • Enters and uploads capital project and grant data into the Capital Program Grants Management System database and uses the database to conduct analyses and prepare reports. Facilitates integration of capital program data with Planning, Finance, and Information Technology divisions.
  • Supports coordination of funding agreements (such as RTA/Northwestern Indiana and RTA/Southeastern Wisconsin Letters of Understanding); reimbursement process to the Services Boards based on capital grant agreements; tracking of bond expenditures and the average useful life of bond funded projects; and monitoring of regional unobligated and unexpended balance updates. Maintains and updates the Capital Program Procedures manual for the Grants Management staff.
  • Prepares comprehensive analyses and presents reports to the RTA staff and executive leadership, the Service Boards, and other agencies. Supports initiatives to implement the objectives of the Division, the Capital Programming, Planning and Performance Department and the Authority. Assists in the development and implementation of the Division’s Annual Work Plan. Develops presentation materials and ordinances for the RTA Board to facilitate communication of project information, study findings, and recommendations.
Job RequirementsKnowledge, skills, and abilities equivalent to a Bachelor’s Degree in Public Administration, Operations Analysis, Audit, Accounting, Finance, Economics, Urban Planning, related field, or equivalent work experience. Advanced degree preferred. A minimum of three (3) years of progressively responsible program management experience in a public or private concern; consensus building experience in a project team environment; financial analysis, capital budgeting, and accounting expertise; and excellent oral and written communication skills. Database application, spreadsheet, and presentation software proficiency. Microsoft Office suite proficiency required.
