Minimum Qualifications of Education and Experience

Senior Planner: (Starting salary is $34.59 - $46.18. Full range is $34.59 - $57.77)
Bachelor’s degree from an accredited college or university in Urban or Regional Planning, Urban Design, Environmental Planning, Transportation Planning, Public Policy, or closely related field and two (2) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to six (6) years of experience in a similar position as listed in the work functions.

Principal Planner: (Starting salary is $35.68 - $47.64. Full range is $35.68- $59.60)
Bachelor’s degree from an accredited college or university in Urban, Rural or Regional Planning, Land Use Planning, Urban Design, Environmental Planning, Transportation Planning, Public Policy, or closely related field and three (3) years of experience in a similar position as listed in the work functions.
OR
Master’s degree from an accredited college or university in Urban, Rural or Regional Planning, Land Use Planning, Urban Design, Landscape Architecture, Environmental Planning, Transportation Planning, Public Policy, or closely related field and two (2) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to seven (7) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under general supervision, coordinates the various work activities of the Rochester-Olmsted Council of Governments (ROCOG), the designated Metropolitan Planning Organization (MPO) for the Rochester, Minnesota urbanized area. Conducts transportation, long-range land use, redevelopment, subdivision, commercial development, and zoning projects. Supports a diverse, respectful, and inclusive workplace.

Examples of Work

  • Develop and lead the MPO’s planning studies and projects and assist and coordinate this work with county and local partners.
  • Assist in developing and implementing the MPO’s outreach and stakeholder engagement.
  • Coordinates data collection, analysis, plan formulation, and implementation of a wide variety of planning projects, such as the Metropolitan Transportation Plan, Transportation Improvement Program, and corridor studies.
  • Collaborates with Olmsted County departments, state agencies, transit agencies, municipalities, MPO Board members and other stakeholder to ensure an integrated approach to addressing planning issues.
  • Analyzes local, state, and federal policies addressing transportation, land use, and the environment, and provides recommendations regarding legislative or funding changes affecting planning programs.
  • Analyze and interpret regional travel demand and forecast model data (CUBE Voyager, Streetlight and ArcGIS).
  • Develop, analyze and review transportation impact studies / reports of future developments. 
  • Reviews subdivision and land development plans for potential impacts on the surrounding transportation network, including traffic generation, access points, pedestrian connectivity, and potential mitigation strategies.
  • Translate data summaries and model outputs to assess implications and provide insights for project- and policy-related decisions.
  • Participates in public meetings to explain transportation projects and gathers public feedback.
  • Assist with or manage consultant lead planning projects and adhere to task timelines and constraints.
  • Participate in developing transportation plans and policies and applying tools to help answer project- and policy-related questions.
  • Help identify transportation needs and analyze the use and effectiveness of existing transportation systems.
  • Assist in ensuring compliance with federal planning regulations.
  • Prepare plan reports and presentations.
  • Performs related work as required.

Knowledge, Skills and Abilities Required

  • Thorough knowledge of transportation planning principles, theories, and research methods.
  • Thorough knowledge of project management.
  • Knowledge of Metropolitan Planning Organization planning processes.
  • Knowledge of state and federal transportation funding programs.
  • Knowledge of current public participation techniques and how to successfully connect with the public.
  • Skill in verbal and written communication including public speaking and presenting information to large groups.
  • Skill in preparing maps and graphics.
  • Ability to interpret and display statistical data for citizen understanding.
  • Ability to understand and interpret ordinances, policies, and codes.
  • Ability to train and mentor others.
  • Ability to learn and adapt to changes in the workplace.
