This position is located within Facilities Department, Planning Division, Marine Corps Air Station, Iwakuni, Japan. As the Community Planner your duties and responsibilities include serving as the senior community planner supporting base development planning duties at a complex, joint, bilateral-service military installation; serving as the program manager, organizing, directing, and exercising control over subordinate employees performing community planning; developing planning methods through interpretation or extension of policy guides, application or modification of techniques, and procedures; leading planning teams of lower graded community planners and other technical staff on large, complex projects; and overseeing development of professionally prepared studies and plans for projects that are often unconventional in nature and of a broad and complex scope.

Interpret Federal, state, and local laws and regulations to effect good business decisions and successful project execution.

Review work by team members to ensure that Congressional, environmental, and administrative constraints on project scope and cost are not exceeded or violated.

Provide liaison and coordination between customer (e.g. activities, claimants, contractors, local, state, and federal agencies) to ensure successful project execution.

Apply contracting procedures (e.g. project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures, types of contracts, and contractor selection process) for successful project execution.

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements: 

1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. 

Specialized experience must demonstrate the following: Experience in providing program management, organizing and directing projects, policy and regulatory guidance.

REQUIREMENTS: 

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications must be met by the closing date of this announcement and clearly documented in your resume. 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

Driver’s License: A valid driver’s license is required.

Physical Demands: Work is generally sedentary. However, there will be some walking, standing, bending, and carrying of small and light objects.

Work Environment: Work is primarily performed in an office setting, although various projects require site visits and official travel. Occasionally, there may be some exposure to the risks and hazards of work environments and conditions requiring special safety precautions. May be required to attend night meetings with municipal, county or regional planning/zoning board to observe or present Marine Corps briefings and positions.
