Duties
The Supervisory Transportation Program Specialist will serve in one of the positions below:
- The Director of Program Management and Oversight in Cambridge, MA (Region 1), provides leadership and expert technical guidance to carry out the Region’s core functions related to grant management and project oversight, which includes engineering activities that support critical infrastructure investments.
- The Director of Financial Management and Program Oversight in Atlanta, GA and Puerto Rico (Region 4) manages and tracks data on a significant amount of funding for a large number of grantees in the region. Also, ensures the successful implementation of program guidance and polices and effectively manages the oversights programs.
- The Director of Program Management and Oversight in Seattle, WA (Region 10), provides leadership and expert technical guidance to carry out the Region’s core functions related to grant management and project oversight, which includes engineering activities that support critical infrastructure investments.
- The Director of Planning and Program Development in Seattle, WA (Region 10), provides leadership and expert technical guidance to carry out the Region’s core functions related to grant and project development, which includes all state and local planning, and environmental compliance activities which support critical infrastructure investments.
The Ideal Candidate is a senior-level professional with strong leadership skills, who has managed diverse staff, fostering teamwork, collaboration, and accountability; and with transportation industry experience in developing and managing complex, high priority programs.

CONDITIONS OF EMPLOYMENT:

- PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
- SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
- TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
- Experience leading or advising the work of other employees.
- Experience developing guidance and training materials, such as standard operating procedures, program circulars, guidelines, and frequently asked questions; providing training and technical assistance and preparing briefing papers and similar documents to convey options, interpretations, analysis, guidelines, recommendations and advice.
- Experience in managing budget/grant programs and interpreting policies and implementation of program guidance.
In addition to meeting the above specialized experience you must meet at least one of the below:
- Experience in capital project planning and/or environmental review; and development and review of Federal grant applicants and awards OR experience in providing leadership and oversight to project management and the provision of oversight for capital projects, including financial oversight OR experience in tracking data and oversight of programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
- Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
- Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
- Federal Funds Processing: Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.
- Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.
