Budget and Policy Analyst - Wisconsin Department of Health Services (closes this week)

What: The Wisconsin Department of Health Services (DHS), Division of Medicaid Services (DMS); Bureau of Rate Setting (BRS) is recruiting to fill a vacancy for a Budget and Policy Analyst in Madison.

Position Summary:

The Budget and Policy Analyst is responsible for work in the areas of hospital rate setting, data analytics, pay-for-performance quality initiatives, and policy research, analysis, and implementation. This position helps guarantee accurate reimbursement and policy development for the State's over $2 billion in annual payments to hospitals. This position works under the general direction of the Hospital Policy and Rate Setting Section Chief in the Bureau of Rate Setting.

Key responsibilities include:
  • Provide analytical, policy, and budgetary support for the Medicaid program's hospital policy and rate setting area 
  • Assist in the implementation and monitoring of pay-for-performance and quality promotion policies for the hospital policy area within the Medicaid program 
  • Analyze, develop, evaluate, and monitor the complex federal and state regulations and legislation 
  • Understand, research, and provide input into the Medicaid Management Information System (MMIS) configuration

Qualifications:

Minimum qualifications:
  • Experience using Excel, Business Objects, SAS, SPSS, R, or similar software to perform data analysis, extraction, and manipulation. 
  • Experience writing and presenting papers, reports, articles, or similar documents on topics related to data, policy, or economic analysis. 
  • Experience analyzing, developing, or reviewing government, business, or health care policies that can impact many individuals, businesses, and organizations. 
  • Effective written and oral communication skills.
Well-qualified candidates will also have:
  • Experience working with Medicaid programs or information systems. 
  • Education or experience in statistics or economics. 
  • Experience working independently, tracking timelines, and coordinating work across business areas, etc.

Salary: The starting salary is between $57,200-$74,880 per year depending upon qualifications, plus excellent benefits. This position is in pay schedule and range 81-03. A 12 month probationary period is required.
